AGENDA ITEM
AGENDA MATTER:

AMENDMENT #5 TO THE FY 2025-2026 PUBLICLY AVAILABLE PAY SCHEDULE (PAPS) EXECUTIVE SUMMARY:

The City of Barstow's governing body must approve a publicly available pay schedule (PAPS) in order to comply with the requirements of the California Public Employees' Retirement System (CalPERS) and the California Code of Regulations (CCR), Section 570.5
DISCUSSION:

The California Public Employees' Retirement System (CalPERS), pursuant to California Code of Regulations Section 570.5, requires that CalPERS employers bring forth an item before its governing body any time an amendment or modification to the PAPS occurs.

An amendment to the FY 2025/2026 PAPS is required due to the approval of an increase to the State of California’s minimum wage that will increase from $16.50/hour to $16.90/hour effective January 1, 2026.

To follow the City’s established pay table, the hourly maximum wage for the following part-time (PT) positions will be increased to meet the minimum wage requirements as set forth by the State of California:

This mandated increase will impact the City's following positions:
 Recreation Leader/Lifeguard
 Recreation Leader
 Maintenance Worker I
 Paid Call Firefighter
The current salary range for the aforementioned position is 10460/$16.62 per hour (maximum). The new salary range is 10730/$17.04 per hour (minimum).

Additionally, the following part-time positions wages will be increased to avoid salary compression:
 Senior Lifeguard
 Senior Recreation Leader
