AMENDMENT NO. 6 TO FIRST AVENUE BRIDGE OVER BNSF FUNDING AGREEMENT NO. 15- 1001119 BETWEEN THE CITY OF BARSTOW AND THE SAN BERNARDINO COUNTY
TRANSPORTATION AUTHORITY (SBCTA)
EXECUTIVE SUMMARY:
Approval of Amendment No. 6 to the Project Funding Agreement 15-1001119 between the City of Barstow and San Bernardino County Transportation Authority is requested to extend the agreement termination date to June 30, 2026.
DISCUSSION:
The City of Barstow and the San Bernardino County Transportation Authority (SBCTA) entered into agreement on or about March 4, 2015, to fund the North First Avenue overhead bridge over the BNSF Railroad Bridge No. 54C-0088 (“Project”). Subsequently, the following amendments were previously approved by the City Council and SBCTA:
Amendment No. 1 to agreement on or about July 10, 2019, to allocate additional funding to the Project; and the Parties entered into,
Amendment No. 2 to agreement on or about March 4, 2020, to add SBCTA Project Management services to the scope of the Project; and The Parties entered into Agreement No. 19-1002226 on or about September 2, 2020, to delineate roles, responsibilities, and funding commitments relative to the Construction phase of the Project; and The Parties entered into, Amendment No. 3 to agreement on or about September 2, 2020, to remove the Construction phase and revise the project funding for the Project; and the Parties entered into, Amendment No. 4 to agreement on or about August 3, 2022, to revise the project funding for the PROJECT and to extend the termination date to July 31, 2025. Amendment No. 5 to the agreement on or about June 17, 2025, allocated additional funding to the Project and extended the termination date of the agreement to December 31, 2025 Amendment No. 6 (Attachment A) has been requested by the City to extend the Agreement termination date to June 30, 2026, to allow for final invoicing and project completion.

1. Authorize the City Manager, or their designee, to execute Amendment No. 6 (Attachment A) to Project Funding Agreement No. 15-1001119 pertaining to the North First Avenue Overhead Bridge over the BNSF Railroad which will extend the agreement termination date to June 30, 2026.
