AGENDA MATTER:
APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN BARSTOW FIRE PROTECTION DISTRICT AND THE CITY OF BARSTOW FOR THE TERM OF JULY 1, 2025-JUNE 30, 2026 EXECUTIVE SUMMARY:
The City of Barstow has been meeting with the Barstow Fire Protection District (BFPD) over the last 8 months. The City has carefully evaluated it's financial position, ongoing operational and competitive recruitment needs as well as the long term fiscal sustainability. The proposed MOU demonstrates the City's commitment to supporting our Fire Department in a sustainable and equitable manner.
DISCUSSION:
The following are the economic proposals:
1. COLA: Effective July 1, 2025 all classifications in the bargaining unit to receive a six percent (6%) COLA. In addition, if City receives $25M in Permit and Development Fee revenue between July 1, 2025 through June 30, 2026, employees shall receive a 10% base salary increase.
2. SKILL PAY: Employees who possess a Firefighter II, Equipment Operator/Driver or Company Officer Certification will receive Skill Pay. If an employee receives more than one certification , they will receive certification pay for the highest level of certification obtained. Certification Skill Pay is as follows:
Firefighter II: 3%
Equipment Operator/Driver: 4%
Company Officer: 5%
3. BILINGUAL SERVICES: Increase from $60 dollars per month to $120 per month
4. TIER I & TIER II EMPLOYER RETIREMENT CONTRIBUTIONS: Tier I and Tier II employees will no longer be responsible for paying any percentage of the "employer contribution".
5. HOLIDAYS: Winter Holiday Hours between 12/26-12/31 added. Holiday time will be paid based on hours employee is scheduled to work on the holiday.
6. CAFETERIA PLAN: Monthly allowance:
Employee only coverage:$1000 monthly allowance (no increase) and will receive a one time payment in the amount of $500
Employee plus one: Increase from $1000 to $1500 per month Family Plan: Increase from $1000 to $1900 per month. .

Employees who opt out of coverage will continue to receive $750 per month. Employees hired after ratification of contract to receive $2000 annually (approx $167 per pay period).
FISCAL IMPACT:
The FY impact for the term of this contract is $ $456,484 RECOMMENDED ACTION:
Staff is recommending Council approve the Memorandum of Understanding between Barstow Fire Protection District and the City of Barstow for the contract term of July 1, 2025 through June 30, 2026 as written in the final draft-Exhibit B.
