JOINT ITEM - CITY COUNCIL/BARSTOW FIRE PROTECTION DISTRICT BOARD OF DIRECTORS
REORGANIZATION AND SELECTION OF MAYOR PRO TEM
EXECUTIVE SUMMARY:
The City Council and Barstow Fire Protection District Board of Directors conduct an annual reorganization each December to ensure continuity of leadership for the upcoming year. As part of this process, Mayor Timothy Silva will preside over the selection of the Mayor Pro Tem for calendar year 2026.
DISCUSSION:
BACKGROUND
The City Council, serving concurrently as the Board of Directors for the Barstow Fire Protection District, holds an annual reorganization meeting to designate a Mayor Pro Tem who will act in the absence of the Mayor and perform ceremonial duties as required.
The selection process is consistent with past practice and the Council’s adopted protocols, which provide for the Mayor to open the item, invite nominations from Council Members, and conduct a formal vote to appoint the Mayor Pro Tem.
DISCUSSION
Mayor Timothy Silva will initiate the reorganization item by announcing the process and calling for nominations from the Council. After receiving nominations, the Mayor will close the nomination period and proceed with a vote of the full Council/Board to select the Mayor Pro Tem.
Once appointed, the new Mayor Pro Tem will immediately assume the responsibilities associated with the position for the duration of the 2026 calendar year.
This action is procedural in nature and is intended to ensure the orderly transition of leadership roles within both the City Council and the Barstow Fire Protection District Board of Directors.
FISCAL IMPACT:
There is no fiscal impact associated with the selection of the Mayor Pro Tem.
RECOMMENDED ACTION:
Staff recommends that the City Council and Barstow Fire Protection District Board of Directors to Conduct the annual reorganization and Nominate and select a member of the City Council to serve as Mayor Pro Tem for calendar year 2026.
