Subject: City of Barstow General Plan Update – Scope and Budget Amendment Dear Mr. Heldreth,
As discussed and previously authorized by the City, nearly all of the remaining budget was expended to reach the milestone of preparing and releasing draft versions of the General Plan, BIG Specific Plan, and Environmental Impact Report for public review by November 2025. Additional funds are needed to prepare the Final EIR and proceed through the public hearings phase. The requested augment covers all work performed through the month of November and includes additional budget to allow for work to continue through mid 2026.

Additionally, as discussed with and directed by City staff, the resources needed to complete the Final EIR and public hearings phase may be more substantial than originally anticipated. This includes both an expansion of existing scope to respond to and address extensive and/or complex comment letters, as well as new scope to support to facilitate streamlining as authorized under SB 149. The following augment, therefore, includes substantial funds for these two tasks to ensure PlaceWorks can provide the City with extensive levels of support and conduct work without delay.

Given the dynamic nature of the public review process, additional adjustments to the scope and budget based on new information, unexpected obstacles, or unexpected opportunities may be necessary. PlaceWorks recommends replenishing the contingency component of the budget. This contingency budget would only be used with written approval by and at the discretion of City staff to ensure the achievement or furtherance of the objectives of the GPU and EIR. The contingency budget could augment existing tasks or provide resources to add new tasks. For example, the contingency could fund additional meetings, more intense response to Draft EIR comments, or other efforts that are currently outside of the scope of work.
