At the Barstow City Council meeting held on December 2, 2025, I requested that an item return to the next Council meeting on December 16, 2025 to censure Mayor Pro Tem Rose for her unethical conduct against City Manager Clayton. Councilman Noble supported my request with a “second” to my motion.
Barbara Rose requested that City Manager Clayton reschedule the Christmas Tree Lighting event, due to a championship CIF Football game on the same night, and City Manager Clayton denied the request due to all of the vendors that were already booked and under binding agreements with the City to provide services at the Tree Lighting event.
Barbara Rose contacted John Gardner, author of Barstow Citizen which he posted on Rants and Raves and other Facebook groups, to write a disparaging article against City Manager Clayton. Mr. Gardner, publicly stated during Public Comment at the December 2, 2025 Council meeting, that Barbara Rose contacted him and made the disparaging comments like she not vested in Barstow to him about City Manager Clayton in an effort for him to print the comments, which he did, and also apologized for during his Public Comment.
Mr. Gardner further stated that Barbara Rose approached him with compliments before she began making disparaging comments about City Manager Clayton, including how much the City Manager is paid and that she does not care about the community or their football team.
Barbara Rose’s conduct to maliciously attack the City Manager, through coaxing others, and begin the public bashing of City Manager Clayton, is a clear violation of the Barstow Ethics Code.
Because of Barbara Rose’s unethical behavior and conduct against City Manager Clayton, I request a Public Hearing to be held on December 16, 2025 under Resolution No. 4289-2006 and the City of Barstow Censure Policy and Procedures, to Censure Barbara Rose for her unethical conduct as a Barstow City Council Member.
