ALLTECH

SERVICE

CAPABILITIES
Alltech Industries Inc. has meticulously reviewed the Scope of Work for the City of Barstow's Professional Security Guard Services. We understand the primary objectives are to provide a highly visible, proactive security presence to deter illegal activity, ensure the safety of City assets and the public, and enforce City rules and regulations across parks, tacilities, and other City-owned properties during the designated overnight hours (9:00 PM to 5:00 AM, seven days a week).

Our proposed methodology is a comprehensive, technology-driven system built on four core pillars: Proactive Patrol & Deterrence, Seamless Communication & Reporting, Rigorous Personnel Standards, and Continuous Quality Assurance.

This integrated approach is designed to not only meet but exceed the City's expectations for professionalism, reliability, and effectiveness.

1. Proactive Patrol & Deterrence Strategy
Understanding that a passive security presence is insufficient, our officers will execute a dynamic and randomized patrol strategy to maximize visibility and effectiveness. • Randomized Patrol Routes: Officers will not follow a predictable, timed pattern.

Using our TrackTik software, they will log GPS-verified checkpoints at randomized intervals at key locations within each facility, including:
• Parking lots and perimeter fencing.
• Building exteriors, checking doors and windows.
• Restrooms, playgrounds, and common areas.
• Poorly lit areas and known blind spots
• This unpredictability prevents would-be offenders from anticipating officer movements.
• Vehicle and Integrated Foot Patrols: The assigned officer will utilize the marked company vehicle for efficient transit between City facilities. Upon arrival at each location (e.g., parks, community centers, the Waste Water Treatment Facility), the officer will conduct comprehensive foot patrols to access areas vehicles cannot, providing a closer inspection for vandalism, safety hazards, and unauthorized persons.
• Systematic Facility Inspection: Each patrol will include a systematic check for:
• Security Breaches: Unlocked doors, forced entry, open or damaged gates. • Maintenance & Safety Hazards: Broken lighting, irrigation leaks, damaged fencing, or other hazards documented with photos via the TrackTik mobile app for immediate reporting to City staff
• Vandalism & Graffiti: Immediate documentation and reporting of any damage.

2. Seamless Communication, Incident Management & Reporting We recognize that clear, immediate communication and meticulous documentation are critical to the City's operational awareness.
• Daily Activity Reports (DARs): A comprehensive, hour-by-hour digital DAR will be submitted at the end of each shift via the TrackTik platform. This report will detail all patrol activities, observations, interactions, and rule enforcement actions.

CONFIDENTIAL Page 9 of 37

ALLTECH

SERVICE

CAPABILITIES
• Immediate Incident Reporting: For any incident-from suspicious activity and vandalism to medical emergencies—officers will:
a. Stabilize: Use de-escalation techniques to manage the situation. b. Notify: Immediately contact the Barstow Police Department tor criminal activity or 911 for medical emergencies, followed by simultaneous notification of the designated Alltech supervisor and the pre-approved City contact. c. Report: Submit a detailed Digital Incident Report before the end of their shift, including the nature of the incident, actions taken, persons involved, and witness information.
• Communication Protocol: Officers will be equipped with reliable communication devices (cell phones/radios) to maintain contact with our 24/7 dispatch center and to quickly relay information to City staff and emergency personnel as outlined in the provided City contact list.

3. Rigorous Personnel Standards and Training
The success of this methodology hinges on the quality, training, and professionalism of our security personnel.
• Dedicated, Pre-Vetted Roster: We will assign a dedicated team of BSIS-licensed, unarmed security officers specifically to the Barstow account. All officers will possess a valid California Driver's License and undergo our stringent pre- employment screening.
• Barstow-Specific Training: Prior to deployment, every officer will undergo intensive, site-specific training that includes:
• A thorough review of this Scope of Work and all City facility maps and post orders.
• Understanding and enforcing Barstow Municipal Codes applicable to parks and facilities.
• Professional Public Interaction & De-escalation: Training on how to interact courteously with the public, provide information, and professionally deter non- conducive activity without the need for physical apprehension • Emergency response procedures for medical events, fire, and other critical incidents.
• Professional Demeanor and Uniforms: Officers will maintain a professional, courteous, and respectful demeanor at all times. They will be in full, clean Alltech uniform, including a company badge and name tag, ensuring they are easily identifiable as security professionals.

The City can be granted view- only access to this dashboard for full transparency.
• Unannounced Inspections: Our Operations Manager will conduct random, unannounced inspections to assess officer performance, uniform standards, and adherence to post orders.
• Structured Performance Reviews: We will maintain the required frequent meetings with City staff to review service performance, discuss activity trends, and make proactive adjustments to our security strategy. SCHEDULE

CONTROL
Schedule Control & Risk Mitigation
Alltech is committed to adhering to the proposed schedule. The following control measures and risk mitigation strategies will be employed to ensure timely progress:

1. Dedicated Project Management: A single point of contact, the Alltech Account Manager, will be responsible for overseeing the entire schedule, from mobilization through steady-state operations, ensuring accountability.

2. Built-in Review Periods: The schedule allocates sufficient time for City review and feedback at critical stages, including:
• Personnel Vetting (5-day buffer): Allows City staff to review and approve assigned security personnel.
• Post-Kick-off (2-day buffer): Ensures alignment on the Scope of Work before training begins.
• Weekly & Quarterly Meetings: Formal, scheduled opportunities for feedback and course correction.

3. Proactive Risk Management for Foreseeable Delays: Alltech has identified potential delays and factored in mitigation strategies:
• Personnel Clearance Delays: Initiating the vetting process immediately upon contract execution mitigates risk. A pool of pre-vetted alternates is maintained. • Vehicle Procurement/Outfitting Delays: We have identified local vendors and have a contingency plan to deploy a temporary vehicle if necessary. • City Review Cycle Time: The proposed schedule includes a 5-day buffer for City teedback on personnel and a 3-day buffer for operational plan review to prevent these necessary steps from impacting the overall timeline.
• Unforeseen Site-Specific Issues: The initial week of service includes a flexibility buffer where the Account Manager will be on-site to make immediate, real-time adjustments to patrol patterns in coordination with City staff.

4. Communication Protocol: Any potential deviation from the schedule will be communicated to the City Representative (Tom Alva) immediately, along with a corrective action plan.

By integrating these detailed plans and proactive controls, Alltech Industries Inc. ensures a disciplined, transparent, and responsive approach to meeting and exceeding the City of Barstow's security service schedule requirements.

HIRING

PROCESS
Alltech maintains a robust pipeline of qualified talent. In fact, we consistently receive a high volume of employment applications from security officer candidates eager to join our team. Once we secure a contract, our diligent candidate search process begins.

To create a substantial pool of potential candidates, we collaborate with local vocational centers and training academies, where we access lists of prospective job seekers and post job openings. Additionally, we advertise our opportunities in local newspapers and on online plattorms like Indeed.com. Once we have amassed a suitable candidate pool, our comprehensive hiring and screening process commences.

Prior to hiring, candidates undergo drug testing, and random drug testing continues throughout their employment to maintain our commitment to safety and security.
