DISCUSSION AND DIRECTION REGARDING A POTENTIAL COMMUNITY CELEBRATION FOR THE BARSTOW AZTECS’ 2025 CIF STATE DIVISION 4AA FOOTBALL CHAMPIONSHIP AND ADOPT A
RESOLUTION TEMPORARILY CLOSING CERTAIN CITY STREETS TO FACILITATE A COMMUNITY CELEBRATION HONORING THE BARSTOW AZTECS’ 2025 CIF STATE DIVISION 4AA FOOTBALL

EXECUTIVE SUMMARY:
The Barstow Aztecs’ 2025 CIF State Division 4AA Football Championship represents a significant achievement for the community. At this time, the specific format, location, and scope of any Citysponsored or City-facilitated celebration have not been determined. This item is presented to allow the City Council to discuss the matter and provide direction to staff regarding potential next steps, including whether to pursue a community celebration and, if so, what level of City involvement may be appropriate.
DISCUSSION:
The Barstow Aztecs Football Team has earned statewide recognition by winning the 2025 CIF State Division 4AA Championship, bringing pride and recognition to the City of Barstow. Championship achievements of this nature should may be recognized through a variety of means, including ceremonial presentations, community celebrations, or other forms of acknowledgment, subject to City Council direction.
Pursuant to California Vehicle Code Section 21101(e), the City Council may authorize temporary street closures for celebrations or public events. Staff has received interest in recognizing the Barstow Aztecs’ championship achievement; however, several key details remain undefined, including the final route, timing, and duration of a potential parade or community celebration.
This item is intended to solicit City Council input and direction regarding the format and scope of the celebration and, if approved, authorize the temporary closure of City streets for a parade route to be determined by the City Manager, in coordination with the Barstow Police Department and Public Works.
Based on Council’s direction, staff, in coordination with the City Attorney’s Office, will finalize the necessary resolution authorizing the street closures and related logistical arrangements.
FISCAL IMPACT:
The fiscal impact is unknown at this time, as the exact route and scope of the parade have not yet been determined. Funding for street closure services related to this event is included in the Fiscal Year 2025/26 Budget within the Measure Q account (Account No. 102.150.542.07.770).
RECOMMENDED ACTION:
1. Provide direction to staff regarding the format and scope of a community celebration recognizing the Barstow Aztecs’ 2025 CIF State Division 4AA Football Championship, and adopt a resolution authorizing the temporary closure of City streets for a parade route to be determined by the City Joint Special Council/BFPD

2. Adopt Resolution No. ____-2026(Temporarily Closing Certain Streets Within the City of Barstow in Accordance with Section 21101 (E) of the California Vehicle Code recognizing the Barstow Aztecs’ 2025 CIF State Division 4AA Football Championship and waive the full reading.
