AGENDA ITEM
AGENDA MATTER:

ADOPTION OF THE LOCAL ROAD AND SAFETY PLAN (LRSP)
EXECUTIVE SUMMARY:

The City of Barstow’s Local Roadway Safety Plan (LRSP) is a data-driven strategic document designed to improve safety on City-maintained roadways. The project was awarded and developed by KOA Corporation in collaboration with law enforcement, emergency responders, community stakeholders, and transportation professionals. The LRSP identifies high-risk areas, evaluates collision trends, and prioritizes proven countermeasures to reduce fatalities and serious injuries.

Adoption of the LRSP by the City Council formalizes the City of Barstow’s commitment to roadway safety, enables eligibility for state and federal safety funding (including the Highway Safety Improvement Program), and provides a structured approach to implementing safety projects and improvements. The LRSP aligns with California Department of Transportation (Caltrans) and Federal Highway Administration (FHWA) guidance for local roadway safety planning.

DISCUSSION:

A Strategic Highway Safety Plan (SHSP) is a statewide data-driven traffic safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads. A Local Road Safety Plan (LRSP) is for local and rural roads and addresses unique safety needs in their jurisdictions while contributing to the success of the SHSP. Additionally, in the near future, grant opportunities such as Highway Safety Improvement Projects (HSIP) and Vision Zero Action Plans will require a local agency to have a LRSP plan to apply for funding.

On February 1, 2021, the City Council authorized the City Manager to accept a Local Road and Safety Program Grant from the State of California in the amount of $72,000 with an $8,000 city match. A Local Road and Safety Plan (LRSP) provides local and rural agencies the opportunity to address unique safety needs in their jurisdictions to reduce traffic accidents, fatalities, and serious injuries on public roads.

The LRSP uses a data-driven, multi-disciplinary approach to identify safety priorities for City-maintained roadways. Key elements of the plan include:

1. Collision Analysis - Review of historical crash data to identify high-risk corridors, intersections, and roadway segments.

2. Emphasis Areas - Focus on pedestrian safety, bicyclist safety, impaired driving, speed management, and high-collision locations.

3. Proven Countermeasures - Implementation of evidence-based engineering, enforcement, education, and emergency response strategies to mitigate risks.

4. Funding Alignment - Ensures that the City is eligible for HSIP and other state/federal roadway safety grants.

5. Implementation Framework - Prioritization of safety projects based on risk, feasibility, and costeffectiveness; includes mechanisms for tracking progress and updating the plan.

6. Community Engagement - Input from local stakeholders and agencies ensures that the LRSP reflects local needs and conditions.

Adoption of the LRSP will formalize it as the City of Barstow’s official guidance document for roadway safety, enabling systematic implementation of targeted safety improvements and supporting the City of Barstow’s ongoing commitment to reducing traffic-related injuries and fatalities.

Staff has determined that all the work was found to have been completed in compliance with the requirements set forth in the contract documents. Staff is requesting that the City Council approve final acceptance of the project and approve execution of the attached resolution.
