RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW CALIFORNIA,
ADOPTING THE LOCAL ROADWAY SAFETY PLAN (LRSP)
WHEREAS, the Federal Highway Administration (FHWA) encourages local agencies to develop Local Roadway Safety Plans (LRSPs) to provide a framework for identifying roadway safety issues and prioritizing safety improvements on local roadways; and WHEREAS, the California Department of Transportation (Caltrans) requires an adopted LRSP for eligibility under the Highway Safety Improvement Program (HSIP) and related funding programs; and
WHEREAS, the CITY OF BARSTOW, through its COMMUNITY DEVELOPMENT DEPARTMENT, has prepared a Local Roadway Safety Plan that evaluates collision trends, identifies emphasis areas, and recommends proven safety countermeasures to reduce the frequency and severity of traffic collisions on CITY OF BARSTOW-maintained roadways; and
WHEREAS, the Local Roadway Safety Plan was developed using a data-driven, multidisciplinary approach with collaboration from law enforcement, emergency responders, transportation professionals, community stakeholders, and other partner agencies; and WHEREAS, adoption of the LRSP enables the CITY OF BARSTOW to systematically improve roadway safety, qualify for state and federal roadway safety funding, and implement targeted improvements based on identified safety needs; and WHEREAS, the CITY COUNCIL of the CITY OF BARSTOW has reviewed the Local Roadway Safety Plan and finds it consistent with CITYWIDE transportation safety goals and in the interest of public health, safety, and welfare.
NOW, THEREFORE, BE IT RESOLVED that the CITY COUNCIL of the CITY OF BARSTOW hereby adopts the Local Roadway Safety Plan (LRSP), dated October 2025, as the CITY OF BARSTOW’S official local roadway safety planning document.
The CITY MANAGER, or designee, is authorized and directed to:
a. Implement the strategies and recommendations contained in the LRSP; b. Use the LRSP to support applications for state and federal roadway safety funding; c. Update the LRSP as necessary to maintain compliance with Caltrans and FHWA guidance.
The Clerk of the CITY OF BARSTOW shall maintain a copy of the adopted LRSP and make it available for public review.
