2. Breakdown of Services and Cost:
A. Services Provided- The goal of our organization is to develop and promote youth football and cheer regardless of race, creed, or gender. We will develop a competitive spirit in all our participants without compromising on their safety or welfare. Winning is not the goal, but developing fundamentals, friendship, and basic leadership skills is. This will determine and is the measure of our success. To achieve these objectives, we will create an environment in which our children will prosper and grow while providing a supervised program that not only supports CAYFC but follows its rules and regulations. The youth re provided with proper coaching techniques in both football and cheer, and every activity is supervised to ensure the safety of all participants. The techniques taught during practice are to ensure that the participants can safely execute on the playing field. Our season runs from the second week in June through the third weekend in November. Starting in June we run pre-conditioning on Monday-Wednesday from 6:00-7:00 pm to get the participants acclimated to the environment and the rigors of football and cheer. Pre- conditioning runs through to the last week of July when the season officially starts. The first week of the season is conditioning week (Hell Week) which requires that every participant must have 10 hours of conditioning before moving into pads for football and cheers and stunts for cheerleaders. These hours are tracked by the Athletic Directors (AD) and coaches. After the first week the equipment is issued which contains helmet, shoulder pads, fully integrated pants, chinstrap, mouthpiece and practice jersey. The chapter provides the equipment to prevent the parents and guardians from having to pay for the equipment. All equipment is properly sized, and the parents sign for the equipment. Regular season practice runs from the last week of July- November. Practice times are July to Labor Day Monday-Friday 6:00-8:00 PM. After Labor Day- November Tuesday-Thursday 6:00-8:00 PM, Games are played on Saturdays starting in September and run through October, we play 8 games and then the playoffs are executed in November.
B. Cost Breakdown:
We have kept our registration fees constant for the last six years. Football registration is $200.00 and Cheer is $225.00. Here is a breakdown of costs per participant:
Football Registration $200.00 Cheer Registration $225.00 Uniform -$145.00 Uniform -$316.00
Insurance -$31.79 Insurance -$31.79
Snacks -$18.58 Snacks -$18.58
Referee Fee -$23.31 Total -$141.37
Hoodie -$35.00
Total -$53.68
These costs fluctuate dependent on the number of participants per year, but these are constant costs for every season. These numbers are based on the previous 2025 season and the cost for that year.
3. Two Year Plan
A. Goals for next two years:
Our goal is to continue to grow our organization to offer top-of-the-line coaching for football and cheer. To do that we are reaching into our community for support to ensure that we offer the youth great experience while trying to keep the cost down. It is our endeavor to ensure that when the participants leave our program to go to high school that they have a foundation for what it takes to be a productive student-athlete. We want to accomplish all IAW governing guidelines. It is our endeavorto also provide the best equipment to keep our participants safe while participating in the program. We spend countless hours researching and inspecting our equipment to ensure we provide only the best for Barstow youth.
B. Our two-year plan is to continue to recruit the youth of Barstow to experience youth football and cheer and hope to capture them at a young age and groom them through the different levels and prepare them for the next level, which is high school to be a productive student athlete. Also foster community relationships and provide the best equipment and experience for our youth.
4. Donation Benefit
A. The donation will pay and has paid huge dividends for the program. Football equipment is not cheap, and we have benefitted from Measure Q funding for the last three years.
The football helmet has a life expectancy of 10 years and must be recertified every two years. At the end of 10 years the helmet is no longer useable and must be disposed of.
So, we annually must rotate old stocks and new stocks while simultaneously sending helmets for recertification. Also doing the recertification process sometimes helmets are identified unsafe and must be disposed of. The same applies for shoulder pads, life expectancy for shoulder pads is 5-8 years depending on what material they are made of.
All shoulder pads get inspected at turn in for cracks, barbs or anything unsafe and they are disposed of then they are disinfected and stored for next season. An average season we may have 20-25 should pads that get cracks in them and we average 15-20 per season that the life expectancy has been reached. Every time I inspect shoulder pads, I ask myself, "Would I put this on my child."
B. The reason we have not had to raise rates for the last 6 years is Measure Q has funded our equipment. You can go back to #2 look at our breakdown and see that the registration fees did not cover the annual costs. If this donation does not come through then yes, we will have to raise the cost so that we can purchase the needed equipment which will put strain on the parents because of the higher cost, and we risk not being able to recruit our usual numbers.
5. Certificate of Liability- See attached
6. Background Check Procedures
A. All our volunteers annually must complete a background check before they can be on the field around the participants. Our goal is to have everyone completed prior to pre- conditioning. We have partnered with Sports Engine who offers background checks for volunteers. The volunteers click the link
https://barstowyouthtootballandcheer.sportngin.com/register/form/449202180were they fill out the required information and pay the fee and the results are sent to the Barstow Community Football database and the Administrative clears them and our Chapter AD can pull a report. Any negative findings we are notified in the database and the appropriate actions are followed. If the background is not completed, then they are not cleared and will not receive a clearance badge to be on the field.
7. Evidence of Proof of Funds- See attached
Application Questions:
1. Why is your organization requesting funding?
Our organization is requesting funding to help offset the rising costs associated with providing quality football and cheer programs to the youth of Barstow. While we strive to keep registration fees affordable, the expenses for equipment, safety certifications, facility maintenance, and operational needs continue to increase each year. Without additional support, we risk being unable to offer the same level of service or may be forced to pass these costs onto families, potentially limiting participation for those who need it most.
Securing funding will ensure we can continue to serve our community, maintain high standards of safety, and foster positive experiences for all participants.
2. How will this donation benefit your organization and the youth population of Barstow? This donation will have a direct and lasting impact on our organization and the youth of Barstow by ensuring that all participants have access to safe, modern equipment necessary to play football. By alleviating the financial burden of equipment purchases, we can keep registration fees affordable for families, making the program accessible to a wider range of children. Additionally, maintaining high-quality equipment enhances player safety and supports a positive, inclusive environment where youth can develop teamwork, discipline, and leadership skills in a safe setting. This donation will provide protective equipment i.e. helmets, shoulder pads, chinstraps, footballs and we are requesting a new scoreboard because our current scoreboard is almost 20 years old and replacement parts have THE
