AGENDA MATTER:
APPROVAL OF PURCHASE – TWO (2) 1.75-YARD TOWABLE CONCRETE MIXING TRAILERS AND ONE (1) PORTABLE BATCH PLANT.
EXECUTIVE SUMMARY:
At the June 17, 2025 meeting, the City Council approved the FY 2025-2026 Budget, which included funding for the purchase of concrete mixing equipment to support sidewalk repair and maintenance operations. Staff has since obtained pricing for two (2) 1.75-yard towable concrete mixing trailers and one (1) portable batch plant, which is necessary to load the trailers with sand, gravel, and cement for field operations.
The total purchase amount exceeds the originally budgeted allocation by $10,883.13. Staff recommends covering the difference through the reallocation of funds from another approved project, with no increase to the overall adopted budget.
Approval of this item will allow staff to proceed with the purchase, improve operational efficiency, and enhance the City’s ability to perform timely sidewalk repairs and maintenance in-house.
DISCUSSION:
The Public Works Department regularly performs sidewalk repairs throughout the City to maintain safe pedestrian infrastructure and reduce trip hazards. The addition of two towable concrete mixing trailers will allow crews to mix concrete on-site, reducing downtime, improving response times, and increasing overall productivity. This equipment will reduce reliance on outside vendors and enhance the City’s ability to complete small- to medium-scale repairs in-house. Currently, Public Works must request short-load deliveries or hire local vendors to perform this work, which results in higher costs.
The equipment purchase was included in the FY 2025-2026 adopted budget. Updated vendor pricing reflects a total cost that exceeds the original allocation by $10,883.13. Staff has identified an existing project with available funds and recommends reallocating that amount to fully fund the purchase. This adjustment does not increase the overall departmental budget and maintains fiscal responsibility while supporting operational needs.
