Subject: General Plan Amendment Request - 1230 E. Main Street, Barstow, CA 92311 Dear Planning Director, Economic Development Specialist, and Members of the City Council, I respectfully submit this request for a General Plan Amendment for the property located at 1230 E. Main Street, Barstow, CA 92311 (APN: 0181-292-16-0000) to amend the current Commercial land use designation to Diverse Use zoning district, allowing residential, multi-family, or commercial use.

The proposed amendment will support the adaptive reuse of an existing 48-room motel into a 48-unit multi- family residential complex, providing much-needed long-term housing opportunities in the City of Barstow.

1. Property Information
• Property Address: 1230 E. Main Street, Barstow, CA 92311 • Pareel-Number(s): 0181-292-16-000
• Lot Size: Approx 1.29 acres(56,192sf)
Existing Use: 48-room motel (hospitality use)
Proposed Use: 48-unit apartment complex (multi-family residential) Current Land Use Designation: Commercial (Specific Plan) Proposed Land Use Designation: Multi-Residential

2. Project Description & Justification
Adaptive Reuse
The proposed project will convert the existing 48-room motel into 48 apartment units. This adaptive reuse approach will utilize the existing building footprint, infrastructure, and parking facilities, minimizing demolition waste and construction costs while revitalizing a property along Main Street.

Housing Need
Barstow, like many California cities, faces increasing demand for affordable and workforce housing. This amendment directly supports State housing goals (RHNA allocations) and the City's General Plan Housing Element by increasing the supply of multi-family units.

Community Benefits
• Expands Housing Opportunities: Provides 48 additional dwelling units without requiring significant new land development.
• Revitalization of Main Street Corridor: Repurposing the aging motel will enhance the aesthetics and livability of the corridor.
• Efficient Use of Infrastructure: The property is already served by utilities, streets, and public services.
• Economic Stability: Transitioning from transient lodging to long-term housing contributes to neighborhood stability and consistent tax revenue.

Consistency with General Plan Goals
This proposal aligns with the City of Barstow's General Plan by:
• Supporting Goal LU-3: Revitalize and reuse underutilized properties. • Advancing Goal H-1: Increase the supply of quality housing. • Encouraging infill development in existing urbanized areas, reducing pressure on undeveloped lands.

3. Requested Action
We respectfully request that the City:

1. Approve a General Plan Amendment to redesignate the subject property from Commercial (Specific Plan) to Diverse Use.

2. Initiate corresponding zoning consistency updates, if required, to allow multi-family residential use.

4. Attachments (to be submitted at a later date)
• Site Plan & Floor Plan (existing and proposed)
Legal Description of Property
• Preliminary Parking & Landscaping Plan
• CEQA Initial Study (to be prepared if required)
Thank you for your consideration of this request. We believe this project represents a responsible, sustainable, and community-benefiting reuse of an existing property. We respectfully request your review and approval of this General Plan Amendment.

Sincerely,
Ron Perlstein,
Owner,
1230 E. Main Street, Barstow, CA 92311
