The City Council further adopts and hereby incorporates by reference as if set forth fully herein the Notice of Exemption and supplemental information narrative, providing additional basis for this CEQA exemption determination. The City Council further relies on the CEQA findings and declarations as stated in the concurrently approved Ordinance No. 000-2026 approving the Zoning District Change.
