MEASURE Q COMMUNITY PROMOTIONAL FUND REQUEST – MISS BARSTOW & MISS TEEN BARSTOW QUEENS RECEPTION EVENT SCHEDULED FOR MARCH 7, 2026 EXECUTIVE SUMMARY:
The Miss Barstow and Miss Teen Barstow organizations are requesting assistance through the City of Barstow’s Measure Q Community Promotional Fund in the form of a facility use fee waiver for the Harvey House on Saturday, March 7, 2026, to host the Miss Barstow & Miss Teen Barstow Queens Reception.
The reception will formally recognize and celebrate the conclusion of the current title holders’ reign and honor their service as ambassadors for the City of Barstow. The Measure Q Community Promotional Fund supports nonprofit organizations and community events that provide measurable social, cultural, and economic benefits to the City.
DISCUSSION:
The Miss Barstow and Miss Teen Barstow programs promote youth leadership, education, volunteerism, and civic engagement by providing opportunities for young women to serve as ambassadors for the community. Throughout their year of service, titleholders participate in local events, represent the City at regional functions, and support community initiatives.
The Queens Reception marks the conclusion of their official year of service and provides an opportunity for community leaders, sponsors, family members, and invited guests to recognize their contributions.
The Harvey House, as one of Barstow’s most historic and culturally significant landmarks, provides an appropriate venue that reflects the pride and heritage of the community.
The applicant has submitted a Measure Q Community Promotional Fund application requesting a waiver of facility use fees associated with the Harvey House. Staff has reviewed the request and determined that the event is consistent with the goals of the Measure Q Community Promotional Fund, as it promotes civic pride, youth leadership, and community engagement.
Approval of funding is contingent upon compliance with all City requirements, including facility use agreements, insurance, and applicable permits.
Harvey House Rental Fee $375.00
TUP & Inspection Fee $223.00

RECOMMENDED ACTION:
The City Council approve the use of Measure Q Community Promotional Funds in the form of a facility use fee waiver for $598.00 for use of the Harvey House for the Miss Barstow & Miss Teen Barstow Queens Reception scheduled for March 7, 2026.
