RESOLUTION NO. 5279-2026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW, CALIFORNIA
APPROVING A CORRECTED SALARY SCHEDULE TO REFLECT THE POLICE CHIEF
SALARY RANGE PREVIOUSLY APPROVED BY THE CITY COUNCIL
WHEREAS, all employers who contract with the California Public Employees’ Retirement System (CalPERS) must comply with the publicly available pay schedule provisions contained within California Code of Regulations title 2, section 570.5; and WHEREAS, on November 4, 2025, the City Council approved and confirmed the Police Chief classification would be compensated within Salary Range No. 12380, established as a single salary range (not Tier I or Tier II), with a monthly salary range of $15,253.90 to $19,468.27; and
WHEREAS, on December 16, 2025, the City Council approved the Barstow Professional Firefighters' Association (BPFA) Memorandum of Understanding and adopted an updated Salary Schedule reflecting negotiated compensation adjustments for certain Barstow Fire Protection District (BFPD) classifications; and
WHEREAS, during preparation of the updated salary schedule adopted on December 16, 2025, the Police Chief classification was inadvertently listed under Salary Range No. 12480 rather than the previously approved Salary Range No. 12380; and WHEREAS, the City Council did not approve any change to the Police Chief salary range on December 16, 2025, and the listing of Salary Range No. 12480 was an administrative error; and
WHEREAS, the City Council now desires to approve a corrected salary schedule (Amendment No. 9) restoring the Police Chief classification to Salary Range No. 12380, consistent with the Council’s action taken on November 4, 2025.
WHEREAS, the adoption of this Resolution amending the City’s salary schedule is exempt from review under the California Environmental Quality Act as administrative and financial actions that have no possibility of causing an environmental impact under CEQA Guidelines section 15278, subdivisions (b)(2 & 5).
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Barstow hereby:
1. Approves and confirms Amendment No. 9 to the Fiscal Year 2025-2026 publicly available salary schedule (Exhibit A), in compliance with California Public Employees’ Retirement System (CalPERS) statutory and regulatory requirements for publicly available pay schedules. The City Manager is directed to implement and make this publicly available pay schedule available on the City’s website.
2. The City Clerk shall certify to the adoption of this Resolution.
