"Oversight Vehicles Parking" was discussed. The committee provided directions to the city manager regarding whether to recommend a city-wide ordinance regulating or prohibiting oversight vehicles to the city council. After discussion, the committee determined that the agenda item lacked clarity regarding its intended outcome, particularly as it relates to a broader no-camping policy. - The committee noted that an existing policy related to oversight of vehicle parking is already in place. At the committee’s request, the policy will be brought to the next Rules and Policy Committee Meeting for staff to present recommended updates or revisions for proper review. - Additionally, a separate agenda item will be introduced to address the annual camping policy. - As a member of the committee, she expressed concern about how the item was presented, which created confusion and resulted in the inefficient use of time and resources. It did not provide clear directions to staff or legal counsel, which was unfair to those tasked with supporting the committee's report.

- Emphasized that the purpose of the Rules and Policy Committee is to ensure that policies are carefully crafted in compliance with political laws and thoughtfully implemented, rather than developed in isolation and without a proper process.
