FIRE ORDINANCE
AGENDA MATTER:

INTRODUCTION OF BFPD ORDINANCE NO. 31-2026, ADOPTION OF AND AMENDMENT TO THE 2025 CALIFORNIA FIRE CODE / AMENDMENT TO BARSTOW FIRE PROTECTION DISTRICT

STANDARDS
EXECUTIVE SUMMARY:

The State of California has adopted the suite of model codes that regulate new building codes. BFPD Ordinance No. 31-2026 reflects changes and amendments to the 2025 California Fire Code, Title 24, Part 9 for new and existing buildings.

Additionally, the new amendments to the Barstow Fire Protection District Standards are included in conjunction with the 2025 Fire Code, as such amendments are necessary to reflect the newly adopted Codes.

DISCUSSION:

Adoption of BFPD Ordinance No. 31-2026 (Attachment A) will bring the Fire District into conformance with the 2025 California Fire Code. Additionally, the necessary local amendments of the Fire Code are also included within the proposed Ordinance and amended Barstow Fire Protection District's Standards (Attachment B). The 2025 California Fire Code, with the proposed amendments, as well as the updated Barstow Fire Protection District Standards, are available for review by the public in the Fire Marshal's Office.

BFPD Ordinance No. 31-2026, with Standards, is presented to the Barstow Fire Protection District’s Board of Directors for first reading and introduction. The second reading and adoption will be brought before the Board of Directors at the May 19, 2026, Fire Board Meeting.

FISCAL IMPACT:

There are no fiscal impacts as this ordinance only introduces the 2025 California Fire Code, with amendments, and revises the Barstow Fire Protection District Standards.

RECOMMENDED ACTION:

Staff recommends the Barstow Fire Protection District’s Board of Directors:

1. Introduce BFPD Ordinance No. 31-2026 (Attachment A), with proposed local amendments and standards (Attachment B), and waive the full reading.

2. Direct City Clerk to schedule the second reading and adoption of BFPD Ordinance No. 31-2026 with proposed local amendments and amendments to the Barstow Fire Protection District's Standards for the Joint Special Council/BFPD
