ORDINANCE NO. ____-2026 ADOPTION OF AND AMENDMENTS TO THE 2025 CALIFORNIA
BUILDING CODE
EXECUTIVE SUMMARY:
The State of California has adopted the suite of model codes that regulate building construction. This ordinance reflects the state of the art changes to building standards as mandated by the California Building Standards Commission for the proper and safe construction of new and existing commercial and residential buildings and other ancillary structures, which include swimming pools, spas, and hot tubs.
Additionally, the State of California allows for local amendments to the California Building Code.
Requested amendments to the Code and factual finding which support such amendments are contained within the proposed Ordinance (Attachment A).
DISCUSSION:
Amendment of the Building and Safety Code ordinance will bring the City into conformance with the 2025 California Building Standards Code, known as the California Code of Regulations - Title 24, for all occupancies contained within the California Health and Safety Code (HSC) and by both the Building Standards Law and the State Housing Law and Department of Housing and Community Development.
The City Attorney has reviewed and approved these codes for adoption by the City. They are available for review by the public and the City Council in the Building Official’s office.
This ordinance (Attachment A) will allow local amendments (Exhibit 1) to take effect once approved by the City Council and the California Building Standards Commission.
FISCAL IMPACT:
There are no fiscal impacts to the City as this is an introduction to the ordinance to adopt and amend the 2025 California Building Codes.
RECOMMENDED ACTION:
Staff recommends the City Council:
1. Introduce Ordinance No. ____-2026 (Attachment A), an ordinance amending Chapter 15.08 (Building Safety Codes) and waive the full reading.
2. Authorize the City Clerk to schedule the second reading of Ordinance No. ____-2026 for the City Council meeting scheduled for May 19, 2026.
