AGENDA ITEM
AGENDA MATTER:

MEASURE Q COMMUNITY PROMOTIONAL FUND REQUEST –FARMER'S MARKET EXECUTIVE SUMMARY:

The City has received a request from the Barstow Farmers Market organizers for Community Promotional Fund (Measure Q) assistance to support the operation of weekly community farmers market events at Dana Park. The proposed events are intended to provide residents with access to fresh produce, support local and regional vendors, encourage community engagement, and promote economic activity within the City of Barstow.

The requested support includes the use of Dana Park and associated City services necessary to facilitate the weekly events. Staff is recommending approval of Measure Q Community Promotional Fund assistance, subject to compliance with all City permitting, insurance, and operational requirements.

DISCUSSION:

The Barstow Farmers Market proposes to host recurring weekly events at Dana Park that will provide opportunities for local businesses, food vendors, artisans, and agricultural producers to engage with the community in a family-friendly environment. The events are anticipated to attract residents and visitors while promoting healthy living, community interaction, and economic development.

The Community Promotional Fund, funded through Measure Q, was established to support programs, events, and activities that provide social, cultural, recreational, and economic benefits to the Barstow community. The proposed Farmers Market events are consistent with the goals of the program as they:
- Promote community engagement and public participation; - Encourage local economic activity and small business exposure; - Provide access to fresh food and community resources; and - Activate public spaces through recurring community-oriented events.

City support may include the use of Dana Park, park amenities, staff coordination, and applicable permit or operational fee waivers, as approved by the City Council. Event organizers will remain responsible for complying with all City requirements, including obtaining any necessary permits, maintaining insurance coverage, and coordinating event logistics with City departments.
