APPROVAL OF AMENDMENT NO. 4 TO FUNDING AGREEMENT NO. 19-1002193 WITH SAN
BERNARDINO COUNTY TRANSPORTATION AUTHORITY (SBCTA) FOR THE RIMROCK ROAD AND
AGARITA AVENUE REHABILITATION PROJECT TO INCREASE FUNDING IN THE AMOUNT OF $650,000 FOR A TOTAL REIMBURSABLE AMOUNT OF $4,314,274 AND TO EXTEND THE AGREEMENT TO DECEMBER 31, 2027
EXECUTIVE SUMMARY:
Agreement No. 19-1002193 for the Rimrock Road Rehabilitation Project was initially approved for funding from Measure I North Desert Subarea Major Local Highway Program (MLHP) on August 19, 2019. Staff is requesting the City Council approve Amendment No. 4 for Agreement No. 19-1002193 between the City of Barstow and San Bernardino County Transportation Authority (SBCTA) that increases the previously established funding amount of $3,664,274 to the newly established amount of $4,314,274 for the project.
Additionally, the termination end date of the agreement will be extended to December 31, 2027.
DISCUSSION:
Rimrock Road, between Barstow Road and Avenue H, is major east-west transportation corridor and has been included as part of the FY 25/26 Street Rehabilitation Project. SBCTA and the City finalized the original agreement in January 2020, which initially allocated $749,000 towards the rehabilitation of the southerly side of Rimrock Road which lies within the incorporated city limits. Subsequently, Amendments No. 1 extended the agreement termination date to December 31, 2023, and No. 2 further extended the agreement termination date to June 30, 2027. Amendment No. 3 increased the scope of work along Rimrock Road, added Agarita Avenue to the project, and included construction of Class IV bike lanes on the south side of Rimrock Road. The project also provided an additional $2,915,274 for a revised project budget of $3,664,274. Amendment No. 4 will provide additional funding identified by City Staff to offset the City's proportionate costs for the rehabilitation along Rimrock Road and Agarita Avenue. The Executed Agreement will be submitted to SBCTA once all signatures have been collected. The total funding would increase from $3,664,274 to a total reimbursable amount of $4,314,274 and the termination date of the Agreement would be extended to December 31, 2027.
FISCAL IMPACT:
Amendment No. 4 to Agreement No. 19-1002193 would provide a total reimbursable project budget of $4,314,274 of Major Local Highway program (MLHP) funds for the Rimrock Road and Agarita Avenue Rehabilitation Project.
RECOMMENDED ACTION:
Staff recommends that the City Council:
1. Approve Amendment No. 4 to Funding Agreement No. 19-1002193 for Rimrock Road and Agarita Avenue Rehabilitation Project (Attachment A); and

ACCEPTANCE OF SAN BERNARDINO COUNTY TRANSPORTATION AUTHORITY (SBCTA) BOARD OF DIRECTORS (BOARD) APPROVED FUNDING IN THE AMOUNT OF $490,000 FROM THE TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 BICYCLE AND PEDESTRIAN
FACILITIES PROGRAM FOR THE RIMROCK ROAD RECONSTRUCTION PROJECT (BIKE/PED COMPONENTS) BETWEEN H ST. AND AGARITA AVE. PROJECT
EXECUTIVE SUMMARY:
The San Bernardino County Transportation Authority (SBCTA) Board of Directors (Board) approved funding in the amount of $490,000 from the Transportation Development Act (TDA) Article 3 Bicycle and Pedestrian Facilities Program for the Rimrock Road Reconstruction Project (Bike/Ped Components) between H St. and Agarita Ave. Project as outlined in the letter received from SBCTA dated November 5, 2025 (Attachment A).
DISCUSSION:
City staff recently pursued funding opportunities to support active transportation and roadway safety improvements within the City. In alignment with City Council goals to enhance connectivity, safety and alternative transportation options, staff submitted an application to the San Bernardino County Transportation Authority (SBCTA) for Transportation Development Act (TDA) Article 3 funding. SBCTA Board of Directors approved funding in the amount of $490,000, specifically for development of a Class IV Bike Lane along Rimrock Rd, between H St. and Agarita Ave. Staff will coordinate with SBCTA on administrative requirements, accounting and reporting to ensure compliance with TDA funding guidelines.
The Rimrock Road Class IV Bike Lane will demonstrate the City's commitment to improving sustainable transportation options by enhancing safe active transportation infrastructure in our community. Approval of Resolution No. 5248-2025 by the City Council will authorize submittal of the claim for TDA Article 3 funds and project reimbursement and designate the City Manager, or their designee, to certify project completion.
FISCAL IMPACT:
In conjunction with the FY 25-26 Street Rehabilitation Project, the Class IV bike lanes that are proposed to be installed on Rimrock Rd., from H St., to Agarita Ave., had an Engineer's Estimate of approximately $1,000,000. Fiscal Impacts are to be determined through the bid solicitation process of the FY25-26 Street Rehabilitation Project which will be publicly opened and read at 2:00pm on January 7th, 2026. The TDA Article 3 funds represent 49% of the Engineer's Estimates. Based on final bid results, any additional funding for the Class IV bike lanes are anticipated to be funded by Measure I Regional Funds upon amendment to the Rimrock Rd. and Agarita Ave. Project.

EXECUTIVE SUMMARY:
City of Barstow recently was authorized to solicit bids for the proposed upcoming FY 25-26 Street Rehabilitation Project. As part of this effort, staff was directed to coordinate with the San Bernardino County's Department of Public Works to explore a cooperative agreement for the County's portion of Rimrock Rd. from Avenue H to Agarita Ave. Staff recommends that the Council approve the Contract Agreement between the City of Barstow and San Bernardino County's Department of Public Works.
DISCUSSION:
City Staff has coordinated with San Bernardino County’s Department of Public Works (SBCDPW) to enter into an agreement for the County’s portion of Rimrock Road from Avenue H to Agarita Ave.
Upon coordination with SBCDPW, it was determined that a cooperative agreement could be established between the City of Barstow and San Bernardino County (SBC) for the County’s segment of roadway.
The City's legal team has reviewed the agreement and approved it as to form and legality. Under the proposed agreement, the City of Barstow would be responsible for the project management and construction inspection services. The roadway would be rehabilitated in the same consistent manner across both jurisdictions, providing uniform improvement to the roadway, minimizing pedestrian and vehicular impacts during construction, and maximizing street rehabilitation funding.
FISCAL IMPACT:
No fiscal impact. The agreement covers up to $1,500,000 of the County of San Bernardino's portion of Rimrock Road, defined as the northerly side of Rimrock Road, between Avenue H and Agarita Ave.
RECOMMENDED ACTION:
