AWARD OF CONTRACT TO KOA (A H. W. LOCHNER, INC. COMPANY) FOR PROFESSIONAL TRAFFIC ENGINEERING, DESIGN, AND ENVIRONMENTAL SERVICES FOR THE CITY’S

PEDESTRIAN, BICYCLE, AND SAFE ROUTES TO SCHOOLS (SRTS) PROJECT EXECUTIVE SUMMARY:

On February 6, 2025, the City of Barstow received three qualified proposals for the design services for the City’s Pedestrian, Bicycle, and Safe Routes to Schools (SRTS) project (“Project”). The qualified proposer for the Project was KOA (A H. W. Lochner, Inc. Company). The proposals have been reviewed for completeness, and based on their qualifications, staff recommends the award of this contract to H. W.

Lochner, Inc.

DISCUSSION:

The City of Barstow was awarded a Safe Routes to School Grant (SRTS), funded and supported by the California Active Transportation Program (ATP), which focuses on providing resources to specifically fund the creation of safe walking and bicycling routes for students to commute to and from school. As part of the Project, traffic safety improvements of roadway corridors along Flora Street, Mountain View Street, Muriel Drive, Armory Road, Rimrock Road, and Montara Road will have enhancements installed to make for safer routes for students to get to and from school. The project includes traffic safety improvements including the installation of High Visibility Crosswalks, Rectangular Rapid-Flashing Beacons (RRFB’s) crosswalk signage, High-Intensity Activated Crosswalk (HAWK) pedestrian traffic signals. Additionally, new bike lane striping, construction of sidewalk gaps and curb extensions/bulb-outs, and reconstruction of ADA ramps at various locations on the identified roadways are also included as part of the Project.

The ATP grant was awarded for the Construction (CON) and Construction Engineering (CE) phases of the Project, in the amount of $6,500,000. The Project Approval and Environmental (PAED), the Plans, Specifications, and Estimate (PS&E), and non-infrastructure phases of the Project are to be funded by the City utilizing $572,670 of Measure I - Local Funds.

Because the Project is funded with both State and Federal funds, the Project is subject to the provisions of Labor Code 1720; thereby, the design engineer is required to pay prevailing wage rates for all work performed under the Contract. Accordingly, the proposed project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations (DIR).

On February 6, 2025, the City opened the bid documents received from the registered respondents for the Request for Proposal (RFP) for the Project’s design services. Three qualified proposals were received:

1. KOA (A H. W. Lochner, Inc. Company)

2. EXP U.S. Services, Inc

3. Michael Baker International
