NOTICE OF COMPLETION AND ACCEPTANCE OF PUBLIC FACILITY HVAC AND VENTILATION UPGRADES AT THE CORA HARPER FITNESS CENTER PROJECT (PROJECT #2024-1000) EXECUTIVE SUMMARY:
On May 6, 2025, the Council authorized the award of contract for the public facility ventilation upgrades at the Cora Harper Fitness Center to Allison Mechanical, Inc. Prior to the completion of the current project, the Cora Harper Fitness Center had undergone various repair and maintenance attempts in order to prolong the life of the prior system; however, the prior system was unable to maintain adequate temperatures which often resulted in closure of the facility.
DISCUSSION:
Construction activities were completed in compliance with the approved construction documents and applicable building, electrical, and mechanical codes. The new HVAC installation included air handler units, energy recovery ventilators, ductwork, refrigerant piping, heat pumps, HEPA filter boxes, gravity intake and exhaust vents, plumbing condensate drains, and electrical panels, conduit, and wiring. As part of the project, removal and replacement of the T-Bar ceiling and facility lighting was performed. Final inspections confirmed that the newly installed ceiling and HVAC system were installed and functioning properly and met all project requirements. All required documents have been obtained and there are no outstanding deficiencies at this time. To finalize the project, a Notice of Completion (NOC) (Attachment A), will be recorded with the San Bernardino County Recorder.
FISCAL IMPACT:
The project was funded by Measure Q and Community Development Block Grant (CDBG) funds.
RECOMMENDED ACTION:
City Staff recommends the following:
1. Acceptance of the Public Facility Ventilation Upgrades at the Cora Harper Fitness Center (Project #2024-1000); and
2. Authorize City Staff to record the Notice of Completion (Attachment A) with the San Bernardino County Recorder.
