FY 25-26 STREET

REHABILITATION

PROJECT
City of Barstow
• The last major update to the City’s PMP was performed in 2021.
• As the City of Barstow continues to show limited growth with its population, demographics, infrastructure and
maintenance needs, the street network has been running
parallel as the system matures and capital street projects widen streets.

SECTION I - EXECUTIVE SUMMARY / 2025

UPDATE OF PAVEMENT MANAGEMENT PROGRAM
• The Barstow PMP has been developed to assist City
personnel by providing current data on the City’s street network and to develop cost-effective maintenance
strategies to maintain a desirable level of pavement
performance on a network scale, while optimizing the
expenditure of limited fiscal resources.
• Currently, based upon the City’s maintenance practices and their associated unit costs, the total replacement
value of the pavement network is $298,811,100.

SECTION I - EXECUTIVE SUMMARY / 2025

UPDATE OF PAVEMENT MANAGEMENT PROGRAM
Condition Description PCI Range Description
Minor to low distress, no significant destress; Low severity distresses with exception of utility patches in good
condition or slight hairline cracks; minor weathering found Very Good 86-100
Slight to moderately weathered, low to moderate distress severities, utility patching commonly found; moderate
distress extents
Good 75-85
Severely weathered or moderate levels of distress,
generally limited to utility patching and climate related distress
Fair 60-74
Moderate to high distresses including load related types such as alligator cracking, greater distress extents Poor 41-59 Several distress, large quantities of distortion or alligator cracking; Failure of the pavement, distress has surpassed tolerable rehabilitation limits
Very Poor 0-40

• The weighted average PCI for the City of Barstow ARTERIAL/COLLECTOR network is 60.3
• The weighted average PCI for the City of Barstow LOCAL network is 55.3 • The weighted average PCI for the City of Barstow Alley network is 18.0

The budgeting process was approached with the following in mind; generate two (2) unique work programs for the next five (5) years based upon actual road pavement conditions in order to:

1. Demonstrate what level of annual funding is necessary to increase the City’s weighted PCI to a level of 62 by FY 2030

2. Identify the required annual citywide funding to “maintain current PCI” within five years Deferred
maintenance
increases by ±8%
