AGENDA MATTER:
ACCEPTANCE OF PROFESSIONAL SERVICES FROM CENTRALSQUARE TECHNOLOGIES, LLC.
TO MIGRATE THE BARSTOW POLICE DEPARTMENT’S ON-PREMISES DEPLOYMENT TO A CLOUD-HOSTED DEPLOYMENT.
EXECUTIVE SUMMARY:
Staff recommends that the City Council approve the acceptance of professional services under the amended five-year contract with CentralSquare Technologies, LLC, with the Barstow Police Department to migrate from its current on-premises deployment to a cloud-hosted deployment.
DISCUSSION:
The proposed agreement with CentralSquare Technologies, LLC. is currently an on-premises deployment that requires on-going hardware maintenance, replacement, and support. As part of the City’s technological modernization strategy, staff recommends migrating the application to a secure cloudhosted deployment.
The benefits of cloud migration include improved system performance and reliability by reducing hardware limitations and infrastructure dependencies. This will minimize disruptions associated with aging or distributed on-premises hardware and reduce overall infrastructure and lifecycle costs by eliminating the need for server hardware replacement and associated maintenance.
Migrating to a cloud-hosted deployment will enhance system availability, scalability, and disaster recovery capabilities, while allowing IT staff to focus on strategic initiatives rather than maintaining the underlying server infrastructure.
The annual billing rate will be as follows:
• Year 1 $177,205.15 0% Increase
• Year 2 $205,705.15 0% Increase
• Year 3 $209,819.25 2% increase
• Year 4 $214,015.64 2% Increase
• Year 5 $218,295.95 2% Increase
Grant Total $1,025,041.14

FISCAL IMPACT:
The cost of the agreement will be funded through the current approved budget. Sufficient funds are available within the current fiscal year budget. Future funding will be subject to annual budget appropriations. GL No. 1022001-5905
RECOMMENDED ACTION:
1. Approve a five-year agreement with CentralSquare Technologies, LLC. in an amount not to exceed $1,025,041.14 for cloud-hosted public safety software services, including migration, licensing, maintenance, and support; and
2. Authorize the City Manager, or designee, to execute the agreement and any necessary nonsubstantive documents; and
3. Approve the associated budget appropriation.
