AGENDA MATTER:
ADOPT RESOLUTION AUTHORIZING THE CITY TO OBTAIN FEDERAL FINANCIAL ASSISTANCE AND ACCEPT THE CAL OES/FEMA HAZARD MITIGATION ASSISTANCE GRANT (DR-4683- AP01077) FOR THE PERFORMANCE PERIOD OF JULY 1, 2023, THROUGH JULY 17, 2027.
EXECUTIVE SUMMARY:
Staff is recommending that Council approve the acceptance of the CALOES/FEMA Local Hazard Mitigation Plan Grant Program (LHMP) award in the amount of $209,870.50 for the management of the Hazard Mitigation Plan update for the City of Barstow. The acceptance approval fulfills a city purchasing requirement.
DISCUSSION:
Background
The current Hazard Mitigation Plan requires updating to maintain compliance with the Disaster Mitigation Act of 2000 and applicable Federal Emergency Management Agency (FEMA) regulations. An approved and FEMA-adopted LHMP is required for the City to remain eligible for numerous federal hazard mitigation funding opportunities.

Appropriate funds in the amount of $209,870.50 to account number 2252700 4458 and expenditure account number 2252700 5748.
This is a reimbursable grant. There are no matching funds required for this grant. The expenditure of up to $209,870.50 for the consultant services and management cost for the purpose of administering a hazard mitigation plan. The LHMP must be completed by City of Barstow. Expended City funds will be requested through the grant reimbursement process.

RECOMMENDED ACTION:
Staff recommends the City Council authorize the following:
1. City Council approves the appropriation of funds in the amount of $209,870.50.
2. Approve Cal OES Resolution and waive the full reading.
3. Authorize City Manager of Designated staff to sign and submit all required documents necessary for the Cal OES Grants.
