AWARD OF CONTRACT FOR CENTENNIAL PARK LANDSCAPE IMPROVEMENT PROJECT CITY OF BARSTOW PROJECT # BGRD-26-0038
EXECUTIVE SUMMARY:
Staff solicited informal bids for the Centennial Park Landscape Improvement Project (“Project”) in accordance with the City of Barstow's Contract and Purchasing Policy. The Project was publicly advertised to qualified contractors as required on June 26,2026. The City received a total of three (3) bids by the deadline of July 15, 2026, at 2:00pm.
The bids were reviewed for completeness and contractor qualifications. The lowest bid received was rejected due to an incomplete bid submittal. The next apparent lowest responsive and responsible bidder was Kormex Construction Inc. Kormex Construction Inc. has met the requirements necessary to perform the work in accordance with all applicable contract specifications and documents.
DISCUSSION:
Centennial Park is located in downtown Barstow at the major intersection of 1st Avenue and the famous Route 66, commonly known as East Main Street. Centennial Park Landscape Improvement Project is intended to revitalize, and enhance functionality, accessibility and the overall appearance of the park while creating a safe and welcoming environment for residents and transients. The project includes construction of ADA compliant pathways, installation of shade canopies, new park seating, decorative retaining walls and planters, landscape, irrigation and at the center of the park, a newly designed monument sign for the finishing touch.
The City received a total of three (3) bids from the contractors listed below:
Kormex Construction Inc. JDR Construction Jergensen Construction Inc. $197,436.00 $120,000.00 $317,298.25
Based on the results of the informal bidding process and a review of the required bid documentation and qualifications, City Staff recommends that the informal bid be awarded to Kormex Construction Inc. with a responsible bid price of $197,436.00.
FISCAL IMPACT:
The project will be funded utilizing the Cannabis Funds with an appropriation amount of $197,436.00 to the FY 26-27 budget. The funds will be appropriated to Expenditure Account No.1005007-5831 RECOMMENDED ACTION:
City Staff recommends to City Council the following:
1. Award the construction contract to Kormex Construction Inc., the lowest responsible bidder.

2. Authorize the City Manager, or her designee, the authority to sign the construction contract, and any related documents associated with the project.
3. Approve and appropriate a construction budget in the amount of $197,436.00 to Expenditure Account No. 1005007-5831.
