REJECTION OF INFORMAL BIDS AND AUTHORIZATION TO ADVERTISE BIDS FOR MAIN STREET REHABILITATION - 1ST AVE. TO BARSTOW ROAD PROJECT (PROJECT #ENCD-26-0042) EXECUTIVE SUMMARY:
On June 26, 2026, solicited an informal bid for the Main Street Rehabilitation Project ("Project"). The project was for the portion of East Main Street, between 1st Ave. and Barstow Rd. The bid deadline for the Project was Wednesday, July 15, 2026, and three bid proposals were received. Although the Engineer's Estimate for the Project dictated that an informal bid process could occur, final bid amounts came in over the informal bid threshold of $220,000. For this reason, it is necessary to reject all informal bidders and request authorization from the City Council to readvertise the Project under the formal bid process.
DISCUSSION:
City staff prepared plans and specifications for the necessary street improvements on East Main St., from 1 st Ave. to Barstow Road and advertised an informal bid on June 26, 2026. Based on the plans developed for the project, the Engineer’s Estimate (Attachment A) for the base bid is shown illustrated below:

Protect Water Valves in Place $ 1,950.00
Install Loop Detectors $ 11,552.00

Based upon the informal bids received, the threshold of $220,000 for the informal bid process was exceeded. Therefore, to comply with the City's adopted Purchasing and Contract Policy, it is necessary to reject all bids and request authorization to readvertise the Project under the formal bid process. Staff has created a tentative timeline for the formal bid process if authorized to proceed with the formal bid:

▪ Bid Opening Date: Thursday, August 6, 2026

FISCAL IMPACT:
All fiscal impacts and intended funding sources will be brought before the City Council at the time of the award of bid for the Project.
RECOMMENDED ACTION:
Staff recommends that the City Council take the following actions:
1. Reject all informal bids received for the Main Street Rehabilitation - 1st. Ave. to Barstow Road Project (Project #ENCD-26-0042).
2. Authorize the advertisement of the formal bid for the Main Street Rehabilitation - 1st. Ave. to Barstow Road Project (Project #ENCD-26-0042) per the tentative bid schedule and establish a bid authorization date of July 21, 2026, in order for the project to remain active.
