SIDE LETTER AGREEMENT
Between the City of Barstow and the Barstow Police Management Association (BPMA)
Parity Clause Waiver
__________________________________________________________________ WHEREAS, the City of Barstow (“City”) and the Barstow Police Management Association (“BPMA”) entered into a Memorandum of Understanding effective July 1, 2026, through June 30, 2027 (“BPMA MOU”); and
WHEREAS Article 29 (Parity Clause) of the BPMA MOU requires parity in across-the-board compensation increases with other City-recognized bargaining groups; and
WHEREAS the parties desire to expressly memorialize their mutual agreement that Article 29 (Parity Clause) shall not apply to across-the-board compensation increases provided to the Barstow Police Officers Association (“BPOA”) during the term of the BPMA MOU, effective July 1, 2026 through June 30, 2027.
NOW, THEREFORE, the parties agree as follows:
1. Notwithstanding any provision of the BPMA MOU to the contrary, BPMA agrees to waive the application of Article 29 (Parity Clause) solely with respect to any across-the-board compensation increases negotiated between the City and the BPOA during the term of the BPMA MOU effective July 1, 2026, through June 30, 2027. Such BPOA compensation increases shall not trigger, require, or otherwise result in any parity adjustment under Article 29 for employees represented by BPMA. 450224.1
2. This waiver is limited exclusively to BPOA and shall not apply to any other City-recognized bargaining group.
3. Except as expressly provided herein, all other terms and conditions of the BPMA MOU, including Article 29 as it relates to any bargaining unit other than BPOA, shall remain in full force and effect.
4. This Side Letter shall automatically expire on June 30, 2027, unless extended by mutual written agreement of the parties.
