DISPATCH, GEOGRAPHIC INFORMATION SYSTEMS (GIS), AND EMERGENCY COMMUNICATION NURSE SYSTEM.

Minutes-August 4, 2026
It is recommended that the Fire Board:
1. Authorize the Fire District Administrator/City Manager, or their designee, to negotiate a contract with the Consolidated Fire Agencies (CONFIRE) Joint Powers Authority on behalf of the Barstow Fire Protection District for emergency dispatch, Geographic Information Systems (GIS), and the Emergency Communication Nurse System; and
2. Identify an appropriate funding source, estimated to be approximately $450,000 annually.
FIRE CHIEF CORY CISNEROS presented the report that was submitted to the City Clerk's office.

- Inquired whether staff was seeking a motion to approve this action.
CITY ATTORNEY ANDREW JARED
- Confirmed that staff is looking for direction.
COUNCIL MEMBER ROSE
- Asked why the fiscal impact and funding source were not included in the agenda item.
FIRE CHIEF CORY CISNEROS
- Explained that last year, staff was considering this issue and had identified OES cost recovery as the initial funding source. He noted that while those funds are still available, there is a need to close a funding gap of approximately $300,000. A budget increase for the fire department is necessary to enhance these services. He added that the reason fund sources were not included is that staff is seeking direction from the council.
CITY MANAGER ROCHELLE CLAYTON
- Pointed out that the OES cost recovery is not a definitive number; it takes time to recover those funds. She mentioned that this is part of the strategic plan and that staff aims to provide more information through this process. Over the next year, staff intend to gather more data to explore funding sources and provide further information to the council.
COUNCIL MEMBER HERNANDEZ
- Asked why this was not presented as a workshop. She expressed appreciation for the information provided regarding the dispatch costs. She wanted to know the status of the Fire Department with regard to Measure Q funds and stated that while she has no issues with the services provided by the contractor, she has concerns about the contract's cost. - Inquired about what other cities are paying for similar services and their input, and expressed her agreement with the strategic plan, but requested information on other options and whether the Fire Department possesses the technology to integrate with upcoming IT developments.
COUNCIL MEMBER ROSE
- Agreed with Council Member Hernandez and indicated a desire to see a workshop because the council is not ready to make a decision. She also asked how challenging it is to find funding.
CITY MANAGER ROCHELLE CLAYTON
- Stated that staff would not be able to find funding within a month, but can look into some options during the workshop. She noted that Measure Q funds have just been balanced, with expenditures already planned and a planned use of fund balance. - Clarified that options will be presented to the council, but developing recommendations will require more time.
COUNCIL MEMBER WILLIAMS
- Clarified that the intent is to move forward with discussions, not to discuss a contract at this time.
