AGENDA ITEM
AGENDA MATTER:

ACCEPTANCE AND APPROVAL OF FUNDING AGREEMENT FOR THE SAFE STREETS AND ROADS FOR ALL (SS4A) GRANT
EXECUTIVE SUMMARY:

The Safe Streets and Roads for All (SS4A) Program is a federally funded discretionary grant program established to improve roadway safety and reduce traffic-related fatalities and serious injuries through a proactive, data-driven approach.

The proposed project will develop a Comprehensive Safety Action Plan (“Action Plan”) for the City of Barstow. The Action Plan will establish a citywide framework to identify, prioritize, and address transportation safety concerns using a systemic safety approach. Rather than focusing solely on locations with a history of crashes, the plan will evaluate roadway characteristics, traffic patterns, multimodal travel, and other risk factors to identify locations with the greatest potential for future serious crashes.

The Action Plan will include extensive data collection and analysis, stakeholder and public engagement, identification of high-risk corridors and intersections, development of prioritized safety countermeasures, and an implementation strategy to guide future capital improvement projects. Completion of the Action Plan will also position the City to pursue future federal transportation safety funding opportunities for implementation projects.

DISCUSSION:

The U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) Program provides funding to local agencies to develop and implement strategies that improve roadway safety for all users, including motorists, pedestrians, bicyclists, transit users, and persons with disabilities.

The City of Barstow successfully applied for funding to prepare a Comprehensive Safety Action Plan ("Action Plan") that will evaluate existing transportation conditions throughout the City’s roadway network.

The plan will use nationally recognized best practices and a systemic safety methodology to identify infrastructure improvements, policy recommendations, and operational strategies designed to reduce fatalities and serious injuries.

The completed Action Plan will serve as a foundational planning document supporting future grant applications and capital improvement projects focused on enhancing transportation safety throughout the community.

FISCAL IMPACT:

The total project cost for the Comprehensive Safety Action Plan ("Project") is $600,000. The Project will be funded as follows:

Federal SS4A Grant Award: $480,000 (80%) - Safe Streets and Roads for All Grant Local Match: $120,000 (20%) - Measure I Local
