COUNCIL AGENDA ITEM
AGENDA MATTER:

APPROVAL OF THE MEDIA SPECIALIST AND LIMITED-TERM RETIRED ANNUITANT CLASSIFICATIONS AND FOURTH AMENDMENT TO THE FISCAL YEAR 2026–2027 PUBLICLY

AVAILABLE PAY SCHEDULE
EXECUTIVE SUMMARY:

The City is requesting approval to establish a new Media Specialist classification to align with the City’s operational needs with current strategic marketing and communication plans. This new position will provide a more cost-effective staffing solution.

The City preciously established the Multimedia Coordinator classification.. Following an evaluation of the position and City needs, it was determined that the scope of work could be effectively performed through a revised classification with responsibilities better aligned to the City’s immediate communication and public information needs.

This proposed Media Specialist position maintains the essential functions necessary to support the City’s growing communication initiatives while reducing the overall salary costs. This approach improves recruitment opportunities internally, provides greater flexibility in hiring qualified candidates, and demonstrates fiscal responsibility.

The City is also requesting approval of a new salary schedule for a Retired Annuitant Superintendent.

The addition of this salary schedule would support any current or future temporary business needs for a retired annuitant.

DISCUSSION:

As the City continues to grow and public interest in City programs and initiatives increases, the need for timely, professional, and consistent public communication has expanded considerably.

The City previously created the Multimedia Coordinator classification to address these communication needs. Following a review of the position’s responsibilities, the City’s current operational needs, and regional market conditions, staff determined that the Multimedia Coordinator classification was more specialized than necessary to meet the City’s immediate needs.

Staff subsequently developed a Media Specialist classification focused on the following core responsibilities:
· Supporting the City’s social media platforms, including Instagram, TikTok, Facebook, LinkedIn, and YouTube;
· Creating digital and print communications;
· Providing photography and videography services for City events; · Developing and maintaining website content;
· Supporting public information campaigns; and

COUNCIL AGENDA ITEM
· Assisting with Citywide communication and marketing initiatives.

Staff believes the Media Specialist classification is appropriately aligned with comparable positions in the regional labor market and reflects the City’s commitment to the efficient and responsible use of public resources. Staff recommends adding the Media Specialist classification to the City’s adopted Publicly Available Pay Schedule.

Staff also recommends adding the Limited Term Retired Annuitant classification to the City’s adopted Publicly Available Pay Schedule. Establishing this classification would provide the City with the flexibility to utilize an experienced retired professional on a temporary and limited-duration basis when operational needs require specialized knowledge, leadership, or assistance during a transition, vacancy, recruitment, or other critical staffing circumstance.

The classification would be used in accordance with all applicable CalPERS retired-annuitant requirements, including limitations on hours worked and other restrictions governing post-retirement employment. Generally, a CalPERS retired annuitant may not work more than 960 hours during a fiscal year, in aggregate, for all CalPERS-covered employers. These restrictions are not applicable to nonCalPERS retirees, such as retirees from 1937 Act county retirement agencies.

Adding the Limited Term Retired Annuitant classification to the Publicly Available Pay Schedule would not authorize a permanent position or guarantee employment. Rather, it would establish an appropriate classification and compensation structure should the City determine that the temporary services of a qualified retired annuitant are necessary to support City operations.

FISCAL IMPACT:

None, as the costs for these positions were included and approved as part of the Fiscal Year 2026–2027 adopted budget.

RECOMMENDED ACTION:

That the City Council:

1. Approve the Job Description for the Media Specialist; and Limited Term Retired Annuitant; and

2. Adopt Resolution No. XX-2026 approving the Fourth Amendment to the Fiscal Year 2026-2027 Publicly Available Pay Schedule.

3. Authorize the Appropriation of Budget to the applicable salary accounts from available budget surplus in the FY2026/2027 General Fund budget.
