AGENDA ITEM
AGENDA MATTER:

APPROVAL OF TRAVEL TO THE 2026 LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE AND DESIGNATION OF THE CITY’S VOTING DELEGATE
EXECUTIVE SUMMARY:

The City Council is being asked to approve travel for Mayor Timothy Silva and Elected City Clerk Andrea Flores to attend the 2026 League of California Cities Annual Conference, scheduled for September 23- 25, 2026, in Anaheim, California. The City Council is also being asked to designate Mayor Silva as the City of Barstow’s voting delegate for the Annual Business Meeting.

DISCUSSION:

City Council approval is required for attendance at conferences, seminars, or meetings involving travel outside San Bernardino County when City funds will be used to pay the related expenses.

The 2026 League of California Cities (Cal Cities) Annual Conference is scheduled for September 23-25, 2026, in Anaheim, California. Participation in this statewide event will strengthen the City’s ability to address local challenges, advocate for Barstow’s interests, and remain informed about legislative and regulatory developments affecting California municipalities.

The Annual Conference provides educational programming for elected and appointed officials, including sessions addressing emerging issues, legislative updates, best practices, and available municipal resources. Attendance provides City representatives with opportunities to participate in policy discussions, receive training, network with other municipal leaders, and gather information that may assist with local decision-making.

A central component of the conference is the Annual Business Meeting, during which Cal Cities members consider and act upon resolutions establishing the organization’s policy positions. Under the Cal Cities bylaws, each member city must designate a voting delegate and may appoint up to two alternates through formal City Council action. The voting delegate and any alternates must be registered conference attendees.

At least one designated representative must attend the Annual Business Meeting and possess the City’s voting card to cast the City’s vote. Registered voting delegates and alternates will receive credentials on their conference badges confirming their voting authority.

Mayor Silva currently serves as the City’s appointed representative to Cal Cities. Staff recommends that the City Council authorize Mayor Silva and Elected City Clerk Flores to attend the conference and designate Mayor Silva as the City’s voting delegate for the 2026 Annual Business Meeting. The City Council may also appoint up to two registered conference attendees as alternate voting delegates.
