AWARD OF CONTRACT FOR MAIN STREET REHABILITATION - 1 ST AVE. TO BARSTOW ROAD PROJECT (CITY OF BARSTOW PROJECT # ENCD-26-0042) AND APPROVAL OF ROAD CLOSURES ALONG MAIN ST., FROM FIRST AVENUE TO BARSTOW ROAD EXECUTIVE SUMMARY:

Staff solicited informal bids for the Main Street Rehabilitation Project-First Avenue to Barstow Road in accordance with the California Public Contract Code and the City of Barstow's Purchasing and Contract Policy. The project was publicly advertised to qualified contractors on June 26, 2026. The City received a total of three (3) bids by the bid deadline of July 15, 2026, at 2:00 p.m. All bids received exceeded the informal bid dollar threshold maximum of $220,000, as dictated per the California Public Contract Code and the City’s Purchasing and Contract Policy. As a result, City staff was required to reject all bids and obtain Council approval to re-advertise the project formally. All bids were rejected and a solicitation request was formally approved at the July 21, 2026, City Council meeting.

Upon approval of the City Council, City Staff re-advertised the project formally and invited sealed bids to be submitted for the Main Street Rehabilitation Project - First Avenue to Barstow Road in accordance with the City of Barstow's Purchasing and Contract Policy and the California Public Contract Code. The Project was publicly advertised to qualified contractors, as required, on July 22, 2026. The City received a total of seven (7) bids by the bid deadline of August 6, 2026, at 2:00 p.m.

The bids were reviewed for completeness and contractor qualifications. The apparent lowest responsive and responsible bidder is Sully-Miller Contracting. Sully-Miller Contracting has met the requirements necessary to perform the work in accordance with all applicable contract specifications and documents.

Out of the seven (7) bids received, three (3) bid submittals were incomplete and therefore nonresponsive.

Pavement rehabilitation options were explored and associated project documents and specifications were created.

The project generally consists of a 2" removal of existing asphalt section and a 2" replacement section of asphalt (grind & overlay), removal and replacement of dilapidated concrete curb and gutter, traffic control, replacement of pavement markings striping, replacement of sewer manhole cover assemblies, traffic loop detector replacement, and best management practices such as erosion control and storm water pollution prevention programs.

The City originally advertised the project as an Informal Bid per the City of Barstow’s Purchasing and Contract Policy on June 26, 2026, and received a total of three (3) proposals by the bid due date of July 15, 2026. Based on the proposals received exceeding the informal bid threshold of $220,000, City Staff requested approval by the City Council to reject all bids and obtained the City Council’s approval for formal bid solicitation and advertisement of the project on July 21, 2026.

XXXX-2026 (Attachment C) which will authorize periodic street closures during the asphalt milling and paving operations which have been tentatively scheduled, beginning Monday, August 31, 2026 to Wednesday, September 30, 2026. City Staff estimates there will be approximately a total of 5-7 working days needed to mill (remove) a 2" section of dilapidated asphalt and re-pave and compact a newly placed 2" roadway. During this time, traffic will be detoured toward Williams Street, Clark Street, 2nd Avenue, 1st Street, and 5th Street. Alternate routes will be provided to the community so residents and businesses can continue to be accessed. City staff will work closely with the awarded contractor on coordination and will provide advance notification to residents and business owners of the upcoming public improvement construction. The proposed closures are necessary to allow the contractor to safely and efficiently complete critical phases of work for the planned street rehabilitation. The proposed road closures will help minimize impacts to local businesses and residents, decrease construction duration times, and enhance the public’s safety.
