EXECUTIVE SUMMARY:
In order to be eligible for Measure I funding through the San Bernardino County Transportation Authority (SBCTA), the City is required to annually adopt a five-year Measure I Capital Improvement Program (CIP) by resolution (Resolution No. XXX-2026).
DISCUSSION:
In 1989, Measure I was approved by the voters of San Bernardino County to establish a ½ cent sales tax increase for a 20-year period (1989 - 2009), with the revenues to be used towards street and road maintenance. In 2004, voters renewed the Measure I sales tax with 80.03% of voters in support of extending the measure through 2040. Measure I revenues are distributed in the following manner: 68% Local; 25% Major Local Highway Projects (MLHP); 5% Elderly, Handicapped, Transit; and 2% shall be reserved in each sub-area by SBCTA for Project Development and Traffic Management Systems.
To be eligible for the funding, every participating local governing board is required to annually submit a five-year Measure I Capital Improvement Plan (CIP). In fiscal 2026/2027 year, the City is estimated to receive approximately $1,831,825 in funding from Measure I.
The available capital should fund all or portions of the street reconstruction, preservation, and maintenance projects as exhibited in Attachment A. The projected revenue estimate of $1,831,825 is exhibited in Attachment B. The City of Barstow’s proposed expenditure strategy for the five-year period, 2026/2027 - 2030/2031 can be found in Attachment C.
