EXECUTIVE SUMMARY:

The Community Promotional Fund provides funding and resources for community-based organizations, schools and individuals that develop events and programs to meet new and continuing social and economic needs and trends, promote community collaboration, and/or bring recognition to the community.

DISCUSSION:

The Barstow Chamber of Commerce ("Chamber") is organizing the 27th Annual Main Street USA Route 66 Festival ("2026 Festival"). In commemorating the 100th Anniversary of Route 66, this year's Festival will be a 3-day event, beginning on October 8, 2026, and concluding on October 10, 2026. The annual festival sponsored by the Chamber has been recognized as a pre-approved community promotional event by the City Council, funded by Measure Q. Because the scope of the event has expanded to include use of the Harvey House on October 8th and 9th for a theatre production and the National Miss Route 66 Pageant, as the 27th Annual Main Street USA Route 66 Festival being held on Saturday, October 10th, staff is bringing forward a request for in-kind donations as this year’s event exceeds the prior year’s inkind donation of $8,842.12. Total in-kind donations and fee waivers for the 2026 Festival have been estimated at $33,688.16. In-kind donations include the use of the Harvey House, table and chairs, associated facility staffing, required event security enforcement provided by the Barstow Police Department, temporary use and encroachment permit fees, and staff and equipment costs associated with the full street closures of the following locations:
• East Main Street - Barstow Road to First Avenue
• Portions of North Third Avenue - East Main Street to Clark Street • Portions of North Second Avenue - East Main Street to just south of the public parking exit behind East Main Street businesses
• South Second Avenue - East Main Street to Williams Street • Closure of Access Point(s) on the City-owned parking lot located between East Main Street businesses, between Barstow Road and South Second Avenue, as needed, to prohibit access to event areas on South Second Avenue and East Main Street The 2026 Festival will be a family-friendly event open to the public, featuring games, food, entertainment, and engaging activities designed to create a welcoming atmosphere that promotes community engagement, inclusivity, and connections among neighbors. This year’s event, celebrating the 100th Joint Meeting Council/BFPD
