Detailed Description of Total Cost, Funding Sources, and Expenses Barstow Little League is requesting Measure Q Youth Promotional Fund assistance to help offset the operational costs of providing a safe, affordable, and high-quality baseball program for the youth of our community. Our league serves approximately 350 or more players during the spring season and more than 100 players during the fall season.
The annual cost of operating the league is substantial and includes player uniforms (approximately $70 per player), field maintenance supplies such as approximately 70 bags of field chalk, baseballs (estimated annual cost of $4,000-$5,000), scorebooks, lineup cards, pitch count sheets, umpire fees, Little League charter and insurance fees, snack bar inventory, equipment replacement and upgrades (including batting helmets, catcher's gear, bases, field equipment, and other items that become damaged or reach the end of their service life), field preparation and maintenance supplies, office and administrative expenses, and the many additional costs associated with operating a nonprofit youth baseball organization.
Funding for league operations is generated through multiple sources, including player registration fees, our annual fundraising efforts, snack bar sales, and generous sponsorship donations from local businesses and community partners. While these funding sources cover a significant portion of our operating expenses, they do not fully meet the growing costs of maintaining and improving our program while keeping registration fees affordable for Barstow families.
Measure Q funding would directly support the continued operation of Barstow Little League by helping offset these expenses, allowing us to invest more resources in player safety. quality equipment, field maintenance, and the overall experience for the hundreds of youth athletes and families we serve each year. Our goal is to ensure every child has the. opportunity to participate in organized baseball regardless of financial circumstances while continuing to provide a positive, safe, and enriching environment for the community.
Organization Purpose and Objectives
Barstow Little League is a nonprofit youth baseball organization dedicated to providing a safe, positive, and inclusive environment where children can develop baseball skills while learning the values of teamwork, sportsmanship, discipline, respect, leadership, and community involvement. Our mission is to make organized baseball accessible and affordable for every child in Barstow, regardless of their family's financial circumstances.
Over the past three years, Barstow Little League has experienced tremendous growth, expanding from 15 teams to 25 teams, and now to approximately 30 teams. This growth reflects the increasing demand for youth baseball in our community, and the confidence families have in our program. Our objective is to build on this momentum by continuing to improve the quality of our facilities, equipment, and overall player experience while ensuring every child who wants to play can have the opportunity to do so.
As participation continues to increase, our goal is to provide a well-organized, financially sustainable program that supports hundreds of local youths each year. We strive to foster an environment where players build lifelong friendships, gain confidence, stay physically active, and develop character both on and off the field. Through the support of community partners and programs such as the Measure Q Youth Promotional Fund, Barstow Little League can continue serving as a positive outlet for local families while strengthening one of the city's fastest-growing youth sports organizations.
Five-Year Operating Plan (2026-2031)
Over the next five years, Barstow Little League is committed to building upon the strong growth and momentum our organization has experienced while continuing to provide a safe, affordable, and high-quality baseball program for the youth of Barstow.
Our primary goals and objectives include:
Sustain and responsibly grow participation by maintaining approximately 30 or more teams annually while expanding opportunities for boys and girls of all skill levels to participate in both spring and fall baseball programs.
Keep youth baseball affordable for local families by securing grants, sponsorships, fundraising opportunities, and community partnerships that reduce the financial burden of participation.
• Continue investing in player safety by replacing aging equipment, purchasing new helmets, catcher's gear, baseballs, field equipment, and other essential items as needed to meet Little League safety standards.
• Improve and maintain league facilities by enhancing field conditions, purchasing maintenance equipment and supplies, and working with community partners to provide safe, well-maintained playing environments.
Strengthen volunteer recruitment and development by expanding our network of coaches, team parents, board members, and volunteers through training, education, and community engagement.
• Increase community involvement by building stronger relationships with local schools, businesses, civic organizations, and community leaders to encourage volunteerism, sponsorships, and attendance at league events. • Enhance the overall player and family experience by improving communication, league operations, special events, opening and closing ceremonies, skills clinics, and community activities that promote sportsmanship and family participation.
Maintain sound financial stewardship by operating transparently as a nonprofit organization, responsibly managing league funds, and pursuing diverse funding sources to ensure the long-term sustainability of Barstow Little League.
By achieving these objectives, Barstow Little League aims to remain one of the City's premier youth organizations, providing hundreds of children each year with opportunities to learn the game of baseball, develop character and leadership skills, build lasting friendships, and create positive memories that extend far beyond the baseball field.
Detailed Breakdown of Services Provided and Associated Costs Barstow Little League Baseball provides a safe, structured, and affordable youth baseball program for children ages 4-16 in the Barstow community. The league offers organized spring and fall baseball seasons that emphasize teamwork, sportsmanship, physical fitness, leadership, and community involvement. Services include player registration, team organization, practices, games, trained volunteer coaching, field preparation and maintenance, umpire services, player insurance, and administrative oversight.
The league anticipates serving approximately 350 players during the Spring season and 100 players during the Fall season, with continued growth expected based on recent enrollment trends.
Estimated Annual Program Costs:
• Player Uniforms: Approximately $70 per player (funded primarily through player registration fees) • Spring (350 players): $24,500
• Fall (100 players): $7,000
• Total Uniform Cost: $31,500
• Baseballs: Approximately $4,500-$5,000 annually for game and practice baseballs. • Field Chalk: Approximately 70 bags of athletic field chalk annually (estimated $1,200-$1,500). • Umpire Services: Approximately $2,500-$3,000 annually. While most of our umpires generously volunteer their time, these funds help cover paid umpire assignments when volunteers are unavailable, as well as training and other officiating-related expenses. • League Charter and Insurance Fees: Approximately $3,000-$4,000 annually to maintain league affiliation and provide liability and accident insurance coverage. • Game Operations Supplies: Scorebooks, lineup cards, pitch count sheets, and other required game administration materials (estimated $1,000-$1,500 annually). • Field Maintenance and Operational Expenses: Ongoing costs for field preparation, equipment maintenance, cleaning supplies, utilities, and miscellaneous operational needs (estimated $3,000-$5,000 annually).
Estimated Total Annual Program Cost: Approximately $47,700-$52,500.
Funding for these services is generated through player registration fees, annual fundraising events, snack bar revenue, sponsorships and donations from local businesses, and community support. Measure Q funding will help offset operational expenses, allowing Barstow Little League to keep registration fees affordable while continuing to provide a high-quality recreational program for the youth of our community.
Two-Year Operating Plan (2026-2028)
Over the next two years, Barstow Little League Baseball is committed to continuing the positive growth and success the league has experienced while providing a sate, affordable. and high-quality baseball program for the youth of Barstow and the surrounding communities.
Year One Objectives
• Successfully operate both Spring and Fall baseball seasons while serving approximately 450 youth participants annually.
• Maintain affordable registration fees to ensure every child has the opportunity to participate regardless of financial circumstances.
• Continue recruiting and training volunteer coaches, umpires, and board members to strengthen league operations.
• Purchase necessary equipment and supplies, including baseballs, field chalk, game administration materials, and safety equipment, to support a growing number of teams.
• Strengthen partnerships with local businesses through sponsorships and community involvement.
• Continue improving league organization, communication, and the overall experience for players and families.
Year Two Objectives
• Increase participation by 10-15% through community outreach and player retention.
• Expand volunteer recruitment to ensure sustainable league operations as participation continues to grow.

• Replace aging equipment and invest in additional resources to support league expansion and improve player safety.
• Continue offering both Spring and Fall baseball seasons while maintaining a safe, organized, and enjoyable environment for all participants. • Build long-term financial stability by growing sponsorships, fundraising efforts, and community partnerships to reduce the financial burden on participating families. • Continue promoting sportsmanship, teamwork, leadership, and healthy lifestyles through youth baseball programs.
Barstow Little League Baseball remains dedicated to providing a positive environment where young athletes can develop both on and off the field. With continued community support and responsible financial planning, the league will build upon its recent growth and ensure that local youth have access to quality recreational opportunities for years to come.
Detailed Explanation of How the Donation Will Benefit the Organization and Reduce Costs for Barstow Residents
A donation through the Measure Q Youth Promotion Fund will have a direct and lasting impact on Barstow Little League Baseball and the families we serve. As our league has grown from 15 teams to 30 teams in just three years, the cost of operating a safe, organized, and successful program has increased significantly. Funding from Measure Q will help offset essential operating expenses such as baseballs, field chalk, league insurance, charter fees, game administration supplies, and umpire services. By covering these necessary costs, the league can dedicate more of its available resources toward improving the overall experience for players while continuing to meet the needs of a growing program.
Most importantly, this funding will help keep youth baseball affordable for Barstow families.
Registration fees are the primary source of funding for player uniforms and day-to-day league operations. Without additional financial assistance, increasing operating costs would eventually require higher registration fees, creating a financial burden for many families and limiting participation. Measure Q funding will help prevent those increases by reducing the league's operational expenses, allowing more children to participate regardless of their family's financial circumstances.
By helping keep registration fees affordable, the City of Barstow will be investing in a program that provides healthy recreation, teaches teamwork, sportsmanship, responsibility, and leadership, and gives hundreds of local children a positive and structured activity each year. The funding will not only strengthen Barstow Little League Baseball as an organization but will also make youth sports more accessible to Barstow residents, ensuring that cost is not a barrier for children who want the opportunity to play baseball.

ACORD 25(2016/03) The ACORD name and logo are registered marks of ACORD Background Check Procedure
Barstow Little League Baseball is committed to providing a safe environment for all players.
Every volunteer who will have direct or indirect contact with our athletes must complete our volunteer screening process before participating in any league activities.
All volunteer applications are reviewed and vetted by the Board of Directors, who vote to approve or deny each applicant. Once approved by the Board, volunteers are required to complete a JDP background check, which is provided and paid for by Little League International. Volunteers are not permitted to interact with players until their background check has been successfully completed and cleared.
After receiving a cleared background check, each volunteer must complete Little League International's Abuse Awareness Training and the Diamond Leader Training Program.
Volunteers are required to provide proof of completion for both training courses before they are allowed to coach, volunteer, or interact with players in any capacity.
Barstow Little League maintains a zero-compromise approach to player safety. By requiring board approval, background screening, and mandatory safety training for every volunteer, we ensure that our athletes are protected and that our program upholds the highest standards of safety, integrity, and accountability.
