DBA Barstow Youth Soccer
• Our 501 (c) was started in July 1985. We renew it each year in May when we do our taxes. We have attached a copy of 990 form.
• We are the largest youth sport organization in Barstow. Our league runs from August to January.

We utilize the H St Soccer fields for our lower divisions and the sportspark for our upper divisions.

We have over 745 kids within Barstow and the surrounding areas that play youth soccer. With the help of Measure Q and our sponsorships we have been able to keep our registration fees to $90.00 for u18 age group players and $85.00 for all other players. We have the lowest fees in the high desert, with Victorville being over $165.00 - $200.00 • We are hoping to maintain our league fees as we currently have them and encourage more players to come out and play. With keeping the fees as low as they are more players may be able to play.
• We are asking for Measure Q funds to cover the fees of the sportspark for our practice times and game times. Being our league starts in August we lose the sunlight early and our teams need to practice under the lights. If our coaches have to pay $20.00 dollars a practice it will become very expensive for our coaches and we will lose coaches. The last time we paid for the use of the sportspark for games alone it was over $6000.00. That was several years ago. If we don't receive Measure Q funds our fees will have to go up to offset the sportspark fees. • Our Certificate of Liability runs May 1, 2025 to May 1, 2026. • Per California Soccer Association - South (Calsouth) which is our governing body all our coaches as well as parents (admin) over the age of 18 that will be alone or on the field must go through a DOJ and FBI Live Scan background check. Calsouth receives the information and update the profile of each admin. We as a league do not have the ability to adjust the admin profile for risk management. Our admin also must go through a Safesport computerized train to review for bullying and sexual assault, and how it needs to be reported each year. They also have to get a Concussion Certification to learn the protocol and procedure when a player has a possible concussion. Each admin also does a computerized course on Cardiac Arrest. • We took in $61,000 dollars in registration and local sponsorships. Our sponsors get their logos put on the jerseys of the players. We paid $29,300.00 dollars in uniforms and equipment that the players and coaches keep. $7227.00 for insurance, $2526.45 for trophies, $400.00 for fingerprinting of the admins. $2850.00 in tournament fees, and $19,000.00 in referee fees.

Barstow Youth Soccer Supports over 745 local kids in the Barstow area and gives them a place to interact, play games and practice in a safe well-lit environment when we use the City Sportspark and H St. soccer field during daylight hours. Our operational cost goes towards Uniforms, Insurance, Referees, Awards, Regional tournaments, Calsouth Sanctioning fees and other day to day operations.

Barstow Youth Soccer also support outdoor activities and have a positive impact on Barstow's youth.

Providing a place for team building and healthy exercise. We have been able to keep our registration cost lower than the rest of the High Desert, so more of the children of Barstow can afford to play and be involved. Our sign ups normally begin in late May/early June and games will start mid-August and go until the end of January (8/1/26-2/1/27). We have local games and also compete with the surrounding High Desert teams and the Inland Empire.

Our plan is to keep our registration fee where they currently are going forward. We want to encourage more kids to get involved and be outside being active. Soccer is a great healthy exercise and promotes teamwork.

We currently have a 501 (c) nonprofit under Desert Communities Youth Soccer (DBA Barstow Youth Soccer)
Our coaches and volunteers are fingerprinted and verified through the DOJ and FBI.

We are requesting mainly the fee waivers for the use of the Sportspark and H St. fields to have games and coaches can hold their practices. Schedules are and will be forwarded to the Sportpark Director for the City Of Barstow at the beginning of the season, bi-weekly practice schedule and when any changes might need to be made.

If you have any questions please contact the following:

Ray Winston - President 760-963-4855
Steven Richardson - Vice President 760-221-8724
Barstow Youth Soccer request the usage of the Robert A. Sessions Sportspark for team practices and games from mid July 2026 to January 2027.

1. July it is split half with lights and half without Blue Field 2hr - 4 day × 15 = 120 x 2 weeks = $240.00
2hr - 4 day × 20 = 160 x 2 weeks =$320.00

2. August all lower fields are used 3 field (Red White Blue) 2hr - 4 days × 15 = 120 x 5 field = 600 × 4 weeks = $2400 2hr - 4 days × 20 = 160 x 5 fields = 800 x 4 weeks = $3200

3. September, October and November (Red White Blue)
4 hr - 4 days × 20=320 x 5 fields = 1600 x 12 weeks = $19200

Risk Management Instructions
Risk Management is our California Department of Justice background check. This is only required of individuals 18 years of age and older. This can only be done anywhere in the State of California.

To complete this, you will need to print out our live scan form on the second page. Fill out the middle portion with your contact information. That form can then be taken to any servicer. You can do a quick google search for "local live scan locations" and take your form to them. The cost will range anywhere from $15-$30. Keep your copy of the live scan form after the service is done until you have confirmation that we have received your results. On average it takes from 1-14 days to receive the electronic results back from the Department of Justice. We will update your Cal South profile as soon as that clearance comes in.

Once you complete the service, please do the following:
1) With dark marker, cover up your social on the form. The servicer only needed to see this, not everyone else.
2) Email [email protected] to provide us the ATl code you were assigned.

This is located in the bottom portion of the form copy they give back to you.
