A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW
CALIFORNIA APPROVING THE CORRECTED FIFTH AMENDMENT TO THE FISCAL YEAR 2026 2027 PUBLICLY AVAILABLE PAY SCHEDULE APPROVING
RELATED JOB DESCRIPTIONS RATIFYING THE CITY COUNCIL ACTION OF SEPTEMBER 1 2026 AND SUPERSEDING RESOLUTION NO. 5320-2026 WHEREAS, all employers that contract with the California Public Employees' Retirement System ("CalPERS") must comply with the publicly available pay schedule requirements in Title 2, Section 570.5 of the California Code of Regulations; and WHEREAS, the City Council must review and duly approve and adopt a publicly available pay schedule at a public meeting in accordance with applicable law; and WHEREAS, the City Council adopted the Fiscal Year 2026/2027 Publicly Available Pay Schedule on June 16, 2026, and subsequently approved the First Amendment on July 7, 2026, the Second Amendment on July 21, 2026, the Third Amendment on August 4, 2026, and the Fourth Amendment on August 18, 2026; and
WHEREAS, on September 1, 2026, the City Council considered an agenda item approving additional job classifications, related job descriptions, and Resolution No. 5320-2026 as the Fifth Amendment to the Fiscal Year 2026/2027 Publicly Available Pay Schedule; and WHEREAS, the original agenda packet did not include all of the proposed job descriptions, and a corrected Publicly Available Pay Schedule and additional job descriptions were provided as amended materials; and
WHEREAS, the City Council voted on the agenda item, but the motion did not expressly state that the item was approved as amended; and
WHEREAS, the City Council desires to establish a clear legislative record by approving the complete job descriptions and corrected Fifth Amendment to the Fiscal Year 2026/2027 Publicly Available Pay Schedule, confirming its intended September 1, 2026 action, and superseding Resolution No. 5320-2026.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Barstow, California, as follows:
1. The City Council approves and adopts the corrected Fifth Amendment to the Fiscal Year 2026/2027 Publicly Available Pay Schedule, attached as Attachment A and incorporated herein by this reference, in compliance with the statutory and regulatory requirements applicable to publicly available pay schedules.
2. The City Council approves the job descriptions attached as Attachment B and incorporated herein by this reference for the following classifications: Police Services Manager; Deputy Director of Public Works; Deputy Director of Community Development; Deputy Director of Parks and Recreation; Deputy Director of Human Resources/Risk Management; Deputy Director of Information Technology; Deputy Director of Finance; Deputy Director of Wastewater Treatment Plant; and Deputy Director of City Clerk Services.

3. The City Council ratifies and confirms its intended action of September 1, 2026, to approve the classifications, job descriptions, and Fifth Amendment to the Fiscal Year 2026/2027 Publicly Available Pay Schedule. The classifications and salary ranges shall be effective as provided in Attachment A and subject to applicable law and CalPERS requirements.
4. This Resolution supersedes Resolution No. 5320-2026 in its entirety. All other previously adopted amendments to the Fiscal Year 2026/2027 Publicly Available Pay Schedule remain in effect except to the extent they are incorporated into or modified by Attachment A.
5. The City Manager or designee is directed to implement the approved classification and compensation changes, make the corrected pay schedule publicly available on the City's website and upon request, and retain the pay schedule for not less than five years.
6. The City Clerk shall certify the adoption of this Resolution.
7. This Resolution shall take effect immediately upon its adoption.
