COUNCIL AGENDA ITEM
AGENDA MATTER:
EIGHTH AMENDMENT TO THE FISCAL YEAR 2026–2027 POSITION ALLOCATION AND
PERSONNEL SCHEDULE FOR THE ASSISTANT CITY MANAGER AND RETIRED ANNUITANT
CLASSIFICATIONS
EXECUTIVE SUMMARY:
Staff recommends adoption of Resolution No. XXX-2026 approving the Eighth Amendment to the Fiscal Year 2026-2027 Position Allocation and Personnel Schedule (PAPS), effective October 6, 2026. The amendment provides a three percent (3%) salary adjustment for the Assistant City Manager classification and removes the Retired Annuitant - Special Projects Executive classification from the City’s Salary Schedule.
The proposed changes include:
A three percent (3%) adjustment to the current salary schedule for the Assistant City Manager classification.
Current Salary: Step 12340 $14,658 - $18,708.62
Proposed Salary: Step 12370 $15,102.87 - $19,275.51
Retired Annuitant - Special Projects Executive - Remove the classification from the City’s Salary Schedule because a separate classification is not needed, based on the CalPERS guidance identified by staff.
The proposed amendment addresses salary alignment for the Assistant City Manager and removes an unnecessary classification from the Salary Schedule.
DISCUSSION:
The City plans to recruit for the recently vacated Assistant City Manager position. The proposed adjustment addresses salary compaction with department directors and reflects the scope of the position’s responsibilities.
Staff also identified the need to remove the Retired Annuitant - Special Projects Executive classification from the Salary Schedule.
Assistant City Manager
Staff recommends a three percent (3%) salary adjustment for the Assistant City Manager classification to address salary compaction with department directors and maintain appropriate alignment within the City’s executive management structure. Upon Council approval, the revised salary range would take effect October 6, 2026.

COUNCIL AGENDA ITEM
Staff recommends removing the Retired Annuitant - Special Projects Executive classification from the Salary Schedule because a separate classification is not needed, based on the CalPERS guidance identified by staff. This action is an administrative correction.
Removing this classification does not eliminate the City’s ability to use retired annuitants. Any retired annuitant appointment must continue to comply with applicable CalPERS requirements.
FISCAL IMPACT:
No additional appropriation is required. The proposed three percent (3%) salary increase for the Assistant City Manager results in an annual increase of $6,342.25 when comparing the current Step B rate to the proposed Step B rate. However, the position was budgeted at Step F for the former incumbent. The proposed Step B salary remains below the budgeted amount and can be absorbed within the existing appropriation.
RECOMMENDED ACTION:
That the City Council Adopt Resolution No. XXX-2026 approving the Eighth Amendment to the Fiscal Year 2026-2027 Position Allocation and Personnel Schedule (PAPS), effective October 6, 2026, to:
1. Approve a three percent (3%) salary adjustment for the Assistant City Manager classification and amend the City’s Salary Schedule accordingly.
2. Delete the Retired Annuitant - Special Projects Executive classification from the City’s Salary Schedule, as the classification is not required per CalPERS.
