AGENDA MATTER:
PLANNING COMMISSION - NOTICE OF UPCOMING VACANCY
EXECUTIVE SUMMARY:
On December 31, 2026, one Planning Commission seat will become vacant as Commissioner JuanAntonio DeLucas’ term ends. Staff requests direction from the City Council regarding noticing and scheduling of prospective applicant interviews in order to fill the vacancy.
DISCUSSION:
On December 31, 2026, one seat on the Planning Commission will become vacant as a Planning Commissioner's term expires. Ordinance No. 1024-2024, introduced during a regular City Council meeting on July 15, 2024, and adopted on August 5, 2024, outlines the process for filling these Planning Commission vacancies.
According to the ordinance, staff must notify the City Council of any opening, and the City Council will instruct the City Clerk’s office to publicly advertise the vacancies. They will also set deadlines for application submissions and appoint two (2) Council Members to an Ad Hoc Selection Committee tasked with selecting an individual(s) to fill the vacancy(ies) on the Planning Commission.
The City Manager, or their designee, will assign a City Staff Member to assist the Ad Hoc Selection Committee. Any applicant recommended by the Committee for appointment or reappointment will be presented to the City Council for confirmation, requiring a majority vote for approval.
Staff will utilize social media, the City’s website, local radio stations, and the Daily Press to promote the application process for the Planning Commission vacancy. Staff requests that the Council establish the application submission period from October 19, 2026, to November 9, 2026, a tentative interview schedule for the week of November 16th, with recommendations to be presented to the City Council at the regularly scheduled meeting on December 1, 2026.
The current Planning Commissioner whose term is set to expire on December 31, 2026, can apply for reappointment during the application submission period, ensuring that all community members have an equal opportunity to participate in the process of filling the vacancy. Additionally, they may continue their service until they are reappointed, or their successor is appointed by the City Council, in accordance with the process outlined in Section 2.24.035.A.2.
