A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW,
CALIFORNIA APPROVING THE EIGHTH AMENDMENT TO THE FISCAL YEAR 2026/2027 PUBLICLY AVAILABLE PAY SCHEDULE TO COMPLY WITH CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM (CALPERS)
STATUTORY AND REGULATORY REQUIREMENTS PERTAINING TO PUBLICLY
AVAILABLE PAY SCHEDULES
WHEREAS, all employers who contract with the California Public Employees’ Retirement System (“CalPERS”) must comply with the publicly available pay schedule provisions contained within the California Code of Regulations Title 2, Section 570.5; and WHEREAS, it is necessary for the City Council to review and duly approve and adopt, in accordance with requirements of applicable public meetings laws, a publicly available pay schedule; and
WHEREAS, attached to this Resolution and incorporated herein by reference is the City of Barstow’s Publicly Available Pay Schedule, which will be posted on the City’s website and made available upon request; and
WHEREAS, the City Council adopted the Fiscal Year 2026/2027 Publicly Available Pay Schedule on June 16, 2026, and approved the First Amendment on July 7, 2026, the Second Amendment on July 21, 2026, the Third Amendment on August 4, 2026, the Fourth Amendment on August 18, 2026, the Fifth and Sixth Amendments on September 1, 2026, and the Seventh Amendment on September 15, 2026; and WHEREAS, the City Council desires to adjust the Assistant City Manager salary range to maintain alignment within the City’s executive management structure and address salary compaction; and
WHEREAS, this Resolution formally adopts the Eighth Amendment to the Fiscal Year 2026/2027 Publicly Available Pay Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Barstow, California as follows:
1. Approves and adopts the Eighth Amendment to the Fiscal Year 2026/2027 Publicly Available Pay Schedule (Attachment A) in compliance with California Public Employees' Retirement System statutory and regulatory requirements for publicly available pay schedules.
a) Assistant City Manager: Change the salary range designation from 12340 to 12370 and establish a monthly salary range of $15,102.87 to $19,275.51. b) Remove the Retired Annuitant – Special Projects Executive classification from the pay schedule.
2. Implementation and Public Availability. The City Manager or designee is authorized to implement the changes approved by this Resolution. The amended pay schedule shall be posted on the City’s website, made available upon request, and retained in accordance with applicable requirements. Except as expressly amended by this Resolution, the existing pay schedule remains in effect.
3. The City Clerk shall certify the adoption of this Resolution.
