SUBJECT: FY2024-2025 Citywide Budget and Five-Year Capital Improvement Plan
Description Review the FY2024-2025 proposed Wastewater and General Fund budget and five-year Capital Improvement Plan.
Background and Analysis:
The City is preparing an annual budget that must be completed by June 30, 2024. The budget estimates the resources that will be available to meet City operational and capital needs. It then allocates those resources to meet those needs across the city operating departments and to meet priority capital projects.
This is the first of two or three meetings to review and discuss the budget. It is contemplated that the budget will be in final form for City Council adoption by June 4, 2024.
This first review of the budget is structured as follows:
Wastewater proposed budget and requested enhancements. A review of the long-term financial forecast which includes the requested enhancements, continuous pension 115 trust contributions and assumptions. A review of fund balance and its policy components.
An overview of the primary operating funds – General Fund and Wastewater Fund – including a comparison of the FY 2024 estimated revenue collections to FY 2025 budget for revenues and FY 2024 budgeted expenditures to FY2025 proposed budget to highlight variances.
A detailed review of requests for enhanced spending to address the growth of the city and to improve service delivery – this includes new positions, additional operational cost requests and Capital Improvement purchases.
Wastewater Fund Overview
The Wastewater Operating Fund provides for the day-to-day operations of the sewer system, equipment needs and the payment of debt service. Revenues supporting wastewater operations come primarily from sewer fee payments. Expenses include personnel costs, operating costs, equipment related costs, transfers to support capital projects, debt service payments and an overhead transfer to the General Fund.
The budget for Fiscal Year (FY) 2025 provides for revenues of $14,789,549 and expenditures of $14,609,549 for a net surplus of $180,000. The City Manager has recommended funding Capital Purchase and Improvement requests totaling $180,000.
Wastewater Revenues
Budgeted estimated revenues for the wastewater system from $13,425,221 in FY 2024 to $14,830,049 in FY 2025. This is driven by a growth factor applied for new connections to the system and rate increase as identified in the approved rate study.
Wastewater Expenses
Estimated expenses for the wastewater system increase from $13,461,665 in FY 2024 amended budget to $14,650,049 in FY 2025 proposed. This represents an increase of $884,827 or 6.4% and is as follows:
Explanation of change in expenses:
Personnel costs – Personnel have increased slightly to account for merit increases. No new positions requested.
Operating costs – Increases due to Admin overhead, utilities, and supplies.

General Fund
Long-Term Financial Forecast
Staff worked with HDL and GovInvest consultants on a long-term forecast including the following assumptions.
FY 2025 includes full-year of staffing at Fire Station 106 FY 2025, slowdown of development
Continuous Pension 115 Trust contributions in line with the City of Beaumont’s Pension Funding Policy
Beginning FY 2028 debt service payment for new police station SLESA funded enhancement position to GF FY 2027
2 Positions each year starting FY 2028.
The LTFF is a conservative model used to demonstrate the future needs of the City and the impacts with lower growth. The model was used to evaluate sustainability of the new enhancements including capital projects. The model provides for current service levels with added enhancement and capital improvement project (CIP) requests.
The model shows that beginning in FY 2031 with the debt service payments the General Fund will experience deficits. At the City Council meeting on May 7, 2024, will
be a discussion item on revenue strategy. This discussion will include ways to evaluate and implement strategies to increase revenues which include Tax Compliance Monitoring and Auditing Strategies, Strategic Economic Development, and a review of current tax rate gaps.

Fund Balance
Fund balance are dollars that have been accumulated and saved over the years to provide financial buffers for cash flow, budget stabilization/recessionary downturns, emergency disasters, and risk mitigation and legal costs.
Fund Balance Policy
The current City of Beaumont policy has a working cash flow requirement of 16% of the annual budget. These funds are needed to continue operations with the delay of tax receipts and grant reimbursements. Expenses occur more consistently than receipt of revenues, therefore cash flow is used to continue payments as needed until revenues are received.
The City of Beaumont Fund Balance Policy also requires a $5M Budget Stabilization reserve. This reserve is to mitigate the loss of revenue should there be an e conomic downturn. These dollars will help mitigate the loss of up to 7% of overall revenue, allowing time to prepare a plan of action. This plan can include the use of Pension 115 funds to pay or reimburse the City for pension costs, allowing to free up the budget of these costs and continue operations.

FY 24 Changes in Available Reserves
An Emergency Disaster can result in disasters caused by human or nature resulting in unexpected complications for the budget. The current policy has $1M required reserves to address this situation. The current reserves also hold $6.3M of self-insurance funds.
The City Council approved a minimum balance in these funds of $2M. The City Council can choose to use any funds in this category to address operational deficits caused by recession or emergency situations.
Available reserves are dollars that are available for the City Council to appropriate. It is recommended that these funds are used for one -time costs or/can be used if needed to offset operations for a planned period of time in overcoming downturns. They should not be used for on-going costs with an unspecified period of time.
Program Costs
The budget process for FY 2025 included evaluating costs on a program level. This is the third year the city has prepared a program-based budget. The programs were implemented into the budget building process to evaluate costs including Full Time Equivalent (FTE) counts on a program level. The program budgets then roll up into their respective departments. A schedule of programs with their costs and FTEs has be en included as Attachment C.
General Fund Overview
The General Fund includes most City operations. Revenues supporting the General Fund come from taxes, fees for services, CFD services fees and miscellaneous other sources. Expenditures include public safety, community services, public works and street maintenance, community development, economic development, building safety and administration.
The budget for FY 2025 provides for total revenues of $68,117,655 and total expenditures of $58,106,991 for a budgeted surplus of $10,010,664. The City Manager’s recommended budget includes using $2,150,590 of budget surplus to support additional positions and operational costs. This allows the City to keep up with growth and to improve service delivery. Additionally, there is $5,793,243 of recommended General Fund funding requests for projects programmed within the CIP.
Should the City Council decide to fund the recommended enhancements, the budgeted surplus for the General Fund would be $2,066,831.
General Fund Revenues
The FY 2024 General Fund revenues are estimated at $68.1 million and are as follows:
Revenues have increased from the FY 2024 amended revenue budget by $264,552 or less than 1%.

Property tax estimates for FY 2024 included a high growth rate from HDL estimates which is not being seen in actuals. This revenue source was reduced with a more conservative growth rate of 2% for FY 2025 proposed budget. Sales tax estimates for FY 2024 include a one-time audit on the business/industry sector that will not be received in FY 2025 as well as a slowdown in consumer spending.
Motor Vehicle In-Lieu taxes in the Other Taxes category from HDL estimates have this revenue increasing by 6% which is driving the increase in the other taxes category.

The permits category is decreasing due to activity decreases in building permit and inspections and fire department fees with an overall decrease from estimated actuals.
Franchise fees are decreasing from estimated collections due to reducing revenues in the cable and telephone sector. Charges for services are increasing due to community program and police services increases. Cost recovery is increasing due to an estimated increase in credit card fees collected which offset the cost of the 3 rd party transactions.
Miscellaneous revenues are investment earnings which have been reduced from estimated actual amounts as a conservative approach to potential rate decreases.
Other financing sources have increased due to the administrative overhead increase from the Wastewater fund.
Transfers
Transfers from other funds are used to support operations within the General Fund.
These transfers include CFD Administration, CFD Maintenance Services, CFD Public Safety, Gas Tax, SLESA, Grants, and K9 donations. The transfers-in from CFD Maintenance Services and Gas Tax have been decreased to fund the Annual Street Maintenance CIP program which has allowed the general fund to eliminate the General Fund backfill provided from the loss of Measure A revenue pursuant to the WRCOG settlement agreement which states that WRCOG will retain 60% of Measure A revenues until June 30, 2039, or until WRCOG receives $9.4M.

General Fund Expenses
General Fund expenses are budgeted at $58.1million before consideration of enhancement requests. This represents an increase of $595K or 1% over the FY 2024 original budget. Comparisons of expense budgets from FY 2024 to FY 2025 results are as follows:
The FY 2024 amended budget includes re-appropriation of funds from prior years, one- time bonus pay and CIP adjustments. Therefore, comparison of original to proposed will be used.
Personnel- the primary drivers of this increase include MOU increases and filled vacancies. The FY 2024 amended budget includes a one-time lump sum bonus as a part of the MOU agreements to provide such bonus in the event General Fund revenues exceed budget by more than 10%.
Operating Expenses – the primary driver is increases for utilities due to additional facilities, fleet costs, supplies and contractual services. Capital Improvements – Capital improvements have decreased in FY 2025 due to the utilization of the internal service funds and CFD. Transfers-out – Include any transfers to other funds usually to support capital projects. Capital projects are a decision unit and requested as an enhancement.
