Staff Report

TO: City Council
FROM: Chris Ramos, Chief of Police
Robert L. Vestal, Public Works Director
DATE: August 26, 2025
SUBJECT: Future Police Station Conceptual Design and Funding Direction

Description City Staff is requesting approval of the conceptual design and direction on funding paths for the future Police Station
Background and Analysis:

In February 2025, the City Council approved the purchase agreement of a 30-acre undeveloped parcel of land located at the southwest corner of Beaumont Avenue and Cougar Way (Assessor Parcel Number 404-140-007). The property was purchased using Capital Improvement Plan (CIP) funding from PS-07 New Police Station.

On December 2, 2024, the City awarded a Professional Services Agreement (PSA) to LPA, Inc. to prepare a Feasibility Study for the Beaumont Police Department. This study includes a conceptual design and estimates for the construction of the new Beaumont Police Station. To date, LPA has been working with City Staff on various site layouts and schematic designs for the Police Facility Building, Support Building, Evidence/Training Building, and Animal Control Building. Attached for consideration and discussion is a presentation for the New Beaumont Police Station, complete with renderings of the facilities.

The City proposes developing a new Police Station on a portion of the subject 30-acre parcel. The conceptual design for the facility includes the following:

• New Police Facility Building;
• Evidence/Training Building;
• Animal Control Building;
• Administrative Support Building;
• Sally Port;
• Designated Parking Spaces; and
• Possible Firearms Range.

Page 3 of 122 ends

LPA has completed the conceptual design. Figure 1 represents the conceptual level, site plan. For additional figures and information, refer to Attachment A.

Figure 1- Site Plan

Funding Considerations

The estimate construction cost is $68 million, including an inflation escalator for construction anticipated in FY28. The estimated design cost is $5.4 million. The current budget has ~$3 million available. Figure 2 represents the conceptual cost estimate.

Page 4 of 122 ends

Figure 2 - Conceptual Cost Estimate

Several funding strategies can be considered for this project such as bonds, a sales tax measure, and local funds. Receiving any grant funding is unlikely because there are typically no grant opportunities for continuing municipal operations including the facilities such as fire and police stations. Depending on the selection of delivery method, the financing team can work on developing a funding plan.

Design and Construction Considerations

There are three potential design and construction models that can be considered for the project, Design-Bid-Build, Design-Build, and Public-Private Partnership (P3). Each has benefits and drawbacks. Each model is summarized below:

Design-Bid-Build (DBB)
Traditional model where design and construction are separate contracts.

Benefits:
 Clear roles and responsibilities: Design and construction are distinct, reducing conflicts of interest.
 Competitive bidding: Encourages cost-effective construction through open bidding.
 Design control: Owner retains full control over design before construction begins.  Legal familiarity: Well-established process with clear legal precedent.

Drawbacks:
 Longer timelines: Sequential phases (design → bid → build) can delay project delivery.

Page 5 of 122 ends

 Limited collaboration: Designers and contractors work independently, which may lead to inefficiencies or change orders.
 Higher risk of cost overruns: Unforeseen issues during construction can lead to disputes and added costs.
 Fragmented accountability: No single entity is responsible for the entire project outcome.

Design-Build (DB)
Single entity handles both design and construction under one contract.

Benefits:
 Faster delivery: Overlapping design and construction phases accelerate timelines.
 Streamlined communication: One point of contact reduces miscommunication and coordination issues.
 Cost certainty: Early involvement of the builder can improve budgeting and reduce change orders.
 Innovation potential: Integrated teams may offer more creative and efficient solutions.

Drawbacks:
 Reduced design control: Owner may have less influence over design details.  Less competitive pricing: Fewer checks and balances compared to open bidding.  Risk of quality compromise: Design decisions may prioritize cost or speed over long-term value.
 Complex contract negotiation: Requires careful drafting to ensure performance standards are met.

Public-Private Partnership (P3)
Collaboration between government and private sector to finance, build, and/or operate infrastructure.

Benefits:
 Access to private capital: Reduces upfront public expenditure and spreads financial risk.
 Lifecycle efficiency: Private partner is often responsible for long-term maintenance, encouraging durable design.
 Innovation and expertise: Leverages private sector capabilities in technology and management.
 Risk transfer: Shifts certain risks (e.g., construction delays, cost overruns) to private entities.

Page 6 of 122 ends

Drawbacks:
 Complex structuring: Legal, financial, and operational agreements are intricate and time-consuming.
 Public accountability concerns: May raise transparency and control issues, especially in service delivery.
 Higher financing costs: Private borrowing rates are typically higher than public sector rates.
 Long-term obligations: Contracts may lock public agencies into inflexible arrangements.

Disclosure of Conflicts of Interest and Legal or Disciplinary Events. Pursuant to Municipal Securities Rulemaking Board (“MSRB”) Rule G-42, on Duties of Non-Solicitor Municipal Advisors, Municipal Advisors are required to make certain written disclosures to clients and potential clients which include, amongst other things, Conflicts of Interest and any Legal or Disciplinary events of Urban Futures, Inc. (“UFI”) and its associated persons.

Conflicts of Interest. Compensation. UFI represents that in connection with the issuance of municipal securities, UFI may receive compensation from an Issuer or Obligated Person for services rendered, which compensation is contingent upon the successful closing of a transaction and/or is based on the size of a transaction. Consistent with the requirements of MSRB Rule G-42, UFI hereby discloses that such contingent and/or transactional compensation may present a potential conflict of interest regarding UFI’s ability to provide unbiased advice to enter into such transaction. This conflict of interest will not impair UFI’s ability to render unbiased and competent advice or to fulfill its fiduciary duty to the Issuer.

It should be noted that other forms of compensation (i.e. hourly or fixed fee based) may also present a potential conflict of interest regarding UFI’s ability to provide advice regarding a municipal security transaction. These other potential conflicts of interest will not impair UFI’s ability to render unbiased and competent advice or to fulfill its fiduciary duty to the Issuer.

Other Municipal Advisor Relationships. UFI serves a wide variety of other clients that may from time to time have interests that could have a direct or indirect impact on the interests of another UFI client. These other clients may, from time to time and depending on the specific circumstances, have competing interests. In acting in the interests of its various clients, UFI could potentially face a conflict of interest arising from these competing client interests. UFI fulfills its regulatory duty and mitigates such conflicts through dealing honestly and with the utmost good faith with its clients.

If UFI becomes aware of any additional potential or actual conflict of interest after this disclosure, UFI will disclose the detailed information in writing to the issuer or obligated person in a timely manner.

Legal or Disciplinary Events. UFI does not have any legal events or disciplinary history on UFI’s Form MA and Form MA-I, which includes information about any criminal actions, regulatory actions, investigations, terminations, judgments, liens, civil judicial actions, customer complaints, arbitrations and civil litigation. The Issuer may electronically access UFI’s most recent Form MA and each most recent Form MA-I filed with the Commission at the following website: www.sec.gov/edgar/searchedgar/companysearch.html .

There have been no material changes to a legal or disciplinary event disclosure on any Form MA or Form MA-I filed with the SEC. If any material legal or regulatory action is brought against UFI, UFI will provide complete disclosure to the Issuer in detail allowing the Issuer to evaluate UFI, its management and personnel.
