MINUTES OF THE SPECIAL MEETING OF THE BELL CITY COUNCIL Tuesday, July 16, 2024
6:30 P.M. Closed Session 7:00 P.M. Open Meeting
Location: Bell Council Chambers, 6330 Pine Avenue, Bell CA 90201
MEETING WILL BE HELD IN -PERSON AT THE BELL COUNCIL CHAMBERS PUBLIC COMMENT: If you wish to make a comment on items listed on the agenda, you may attend the meeting in -person at Bell Council Chambers. Please complete a Request to Speak Card available in the location and wait until the mayor calls you to approach the podium. Please clearly state your name and address and proceed to make your comments.
You may also submit input electronically through a temporary public comment email established for City of BeII City Council meetings at [email protected]. Your written comment must be submitted by 4pm on Tuesday, July 16, 2024. Any emails received after the time indicated will not be included in the record. Written Comments will be subject to the three minute time limitation (approximately 350 words).
Mayor Saleh called the meeting to order at 6:39 p.m.

Seeing no public speakers Mayor Saleh closed the public comment.
Mayor Saleh recessed the meeting to closed session at 6:42 p.m.

The following item has been posted as a Public Hearing as required by law. The Mayor will open the Public Hearing(s) to receive public testimony only on the item(s) listed under this section.
1. Consideration of approval of Planning Commission finding that the CEMEX Aggregate Transloading Facility Located at 5091 Rickenbacker Road in the BeII Business Center is a use customarily conducted in the open. (Council) Recommendation: The public hearing on this item was originally noticed for June 12, 2024, but was continued at that meeting to July 24, 2024, and then re -noticed for July 16, 2024. It is recommended that the City Council:
1. Receive the staff report, open the public hearing, and receive public input; and
2. Close the public hearing, read by title only, waive further reading and adopt Resolution 2024-24 titled: A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BELL APPROVING PLANNING COMMISSION'S
RECOMMENDATION REGARDING FINDING AN AGGREGATE
TRANSLOADING FACILITY TO BE A USE CUSTOMARILY
CONDUCTED IN THE OPEN
City Attorney Dave Aleshire introduced, City Attorney June Ailin who provided a report on the item
Brief discussion ensued amongst the staff and council.
Mayor Saleh opened the public hearing.

It was moved by Councilmember Romero to approve agenda item no. 1, as recommended.
Motion was seconded by Councilmember Flores which carried with the following roll call vote:

AYES: Councilmember Flores, Romero, and Mayor Saleh
NOES: None
ABSTAIN: None
ABSENT: Councilmember Quintana and Vice -Mayor Arroyo
Motion Passed.

Mayor Saleh adjourned the meeting at 7:29 p.m.
