Minutes of the BeII City Council and Related Agencies
October 7.2025

City Manager Michael L. Antwine II provided an update on the Relocation Plan and the ongoing assessments of the mobile home parks. He noted that the appraisal process began that week and encouraged all residents to meet with the appraisers to ensure an accurate assessment of their homes.

Mr. Antwine explained that the appraisers will collect information on household composition, including whether residents are seniors, persons with disabilities, or low-income. This information is required under the Mobilehome Park Residency Law to prepare an accurate relocation report detailing the number of occupants, their ages, and income levels. The data is essential to determine the amount of financial assistance each resident is entitled to receive.

He emphasized that residents who decline to participate in the interview process may be negatively affected, as the City would be unable to verify eligibility for senior, disability, or low- income assistance. Additionally, if an appraiser is not permitted to enter a home, the City cannot verify interior improvements or additions that could increase the home's value, and the appraiser will have to estimate the value based solely on the exterior condition.

Mr. Antwine also announced that the City will host additional community meetings on October 13, October 15, October 23, November 6, and November 17. Flyers will be distributed to mobile home park residents, and meetings will be held at each park to address issues specific to each location.

He further noted that staff provides quarterly updates on the use of ARPA funds, and this information is available on the City's website.

Lastly, Mr. Antwine reiterated that, as part of the Relocation Plan, the City Council has directed staff to ensure accommodations are made for all senior and disabled residents.
