Mayor Saleh called the meeting to order 9:15 a.m.
Roll Call of the City Council in their capacities as Councilmembers/Members of all Related Agencies: Flores, Romero, Quintana, Arroyo and Saleh ALL PRESENT: Councilrnembers Flores*, Romero, Quintana**, Vice -Mayor Arroyo and Mayor Saleh (5)
ABSENT: None

Staff Present: City Manager Michael L. Antwine, Chief of Police Damian Velasco, Public Works Director Rita Montalvo, Finance Director Rickey Manbahal, Interim Community Development Director Javier Ochiqui, Interim Community Services Director Gina Skibar, Executive Assistant Lisa Guzman, and Assistant City Clerk Marisa Craft.
Pledge of Allegiance was led by Mayor Saleh.

1. Strategic Planning Workshop for 2026-2028. (City Council) Recommendation: it is recommended that the City Council receive and file this item.

Bell City Council and Related Agencies
April 18, 2026
City Manager Michael L. Antwine II introduced the item and provided an overview of the purpose of the Strategic Planning Workshop. Department directors were each given the opportunity to discuss current community needs, departmental priorities, ongoing projects, and future goals to assist in the development of the City's 2026-2028 Strategic Plan.
Christine Martin of Tripepi Smith, serving as the meeting facilitator, led the Strategic Plan overview and facilitated discussions regarding the City's vision, priorities, goals, and strategic initiatives for the upcoming planning period.

Mayor Saleh adjourned the meeting at 2:42 p.m.
