PUBLIC HEARING NOTICE
FOR DELINQUENT TRASH COLLECTION FEES
NOTICE IS HEREBY GIVEN that the City Council of the City of Bell will conduct a special public hearing at 6:30 PM on Wednesday, July 22, 2026 to consider the following item:
DESCRIPTION OF HEARING: The City Council of the City of Bell will be considering approving an assessment lien on real property, where delinquent charges for refuse collection have accumulated. The City entered into a franchise agreement with Consolidated Disposal/Republic Services (“Consolidated”) for trash collection.
Consolidated has delinquent fees for properties throughout the city. Account records indicate that certain properties are delinquent in payment for trash collection for the period between April 1, 2025 and March 31, 2026. The Bell Municipal Code (Chapter 8.24) states that trash collection fees are to be paid for each residential property in the City (§8.24.120). If trash collection fees remain unpaid after 30 days, an account becomes delinquent. If an account becomes delinquent for three months or more, Section 8.24.082 of the Code provides that Consolidated may assign the accounts to the City for collection on the property tax rolls as a lien. Properties with delinquent fees have been assigned to the City for collection. The Council will take testimony and discuss the delinquent charges, collection and administrative costs incurred and consider approval of an assessment lien on real property in the City of Bell.

Please indicate in the Subject Line “For Public Hearing Item No. 1” and submit your written comment by 4pm on Wednesday, July 22, 2026. Written comments can also be sent via U.S. Mail to the City Clerk, at 6330 Pine Avenue, Bell, CA 90201, prior to said public hearing. Any comments received after the time indicated will not be included in the record. Written Comments will be subject to the three-minute time limitation (approximately 350 words). If you wish to legally challenge any action taken by the City on the above matter, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City at, or prior to, the public hearing.
In the City Council’s efforts to comply with the requirements of the Americans with Disabilities Act, the City requires that any person in need of any type of special equipment, assistance, or accommodation(s) in order to communicate at the public hearing, must inform Angela Bustamante, City Clerk, a minimum of 48 hours prior to the scheduled meeting.
