CALL TO ORDER
Pursuant to Assembly Bill 361, The Council Members of the City of Bell Gardens City Council held a special meeting on March 29, 2022, via teleconference in the Council Chambers, 7100 Garfield Avenue, Bell Gardens, CA with Mayor Pro Tern Jorgel Chavez presiding. Mayor Pro Tern Jorgel Chavez called the meeting to order at 6:09 p.m.

DISCUSSION (Item No. 1)
1. REQUEST FOR CITY COUNCIL APPROVAL FOR A NEW CARD CLUB
LICENSE FOR PARKWEST BICYCLE CASINO LLC
Parkwest Bicycle Casino, LLC is requesting a new Card Club License due to the sale and transfer of the Bicycle Hotel & Casino's gambling operation to Parkwest Bicycle Casino, LLC.
Recommendation:
It is staff recommendation that the City Council by motion:
1. Approve and grant a new card club license to Parkwest Bicycle Casino LLC
2. Approve and grant a pointholder license to Park West Casinos, Inc., John H. Park Trust UTD July 18, 2012, John H. Park, and Emily Park
3. Approve and grant a key management employee license to John Park and Michael Vasey
4. Consent to the pledge of membership interests in Parkwest Bicycle Casino LLC and/or the pledge of stock of Park West Casinos, Inc., in each case to secure a loan made to Parkwest Bicycle Casino LLC and/or Park West Casinos, Inc. and
5. Adopt the attached Resolution

City Manager Michael O'Kelly introduced this item.
Norma Tabares gave an oral report.
John Park introduced himself and expressed his excitement to collaborate with the City Council and the Community
A motion was made by Councilwoman Lisseth Flores, seconded by Councilwoman Alejandra Cortez to approve staffs recommendation.
The motion carried 4-0 with the following vote.
AYES: Council Member Barcena, Cortez, Flores; Mayor Pro Tem Chavez NOES: None
ABSENT: Mayor Pulido
ABSTAIN: None
Pastor Leal welcomed John Park and Michael Vasey and offered his support.
Mike Vasey acknowledged staff for being extremely helpful in getting their application in and stated it was a very smooth process and expressed their gratitude for staffs efforts.
He stated he is looking forward to working with the City and making a bond between the city and the business.
COUNCIL MEMBER COMMENTS
Council Member Marco Barcena welcomed John Park and commented on the importance of continued revenue from the casino for city services.
Councilwoman Alejandra Cortez welcomed John Park to the City and expressed her anticipation for a continued partnership with the Bicycle Hotel and Casino. She also thanked staff for recognizing the importance of the partnership and for expediting this process.
Councilwoman Lisseth Flores thanked John Park for sharing his story and emphasized on the casino's partnership with the city and the importance that the Casino is for the City.
She also expressed her support and anticipation of working together with John Park.
Mayor Pro Tern Jorgel Chavez thanked John Park and expressed his appreciation for the partnership. He also emphasized the importance of the casino to continue to stay open and operate.
ADJOURNMENT—Mayor Pro Tern Jorgel Chavez adjourned the special meeting at 6:28 p.m.
