CITY OF BELL GARDENS

OFFICE OF THE CITY MANAGER

EXECUTIVE SUMMARY
TO:Honorable Mayor and City Council Members
FROM:Michael O’Kelly, City Manager
BY: Daisy Gomez, City Clerk
SUBJECT: GENERAL MOTION TO WAIVE FULL READING AND APPROVE

ORDINANCES BY TITLE ONLY PURSUANT TO CALIFORNIA
GOVERNMENT CODE SECTION 36934
DATE: February 10, 2025
RECOMMENDATION:

It is staff's recommendation that the City Council approve a general motion to waive full reading and approve Ordinances by title only pursuant to California Government Code Section 36934.

BACKGROUND / DISCUSSION:

In order to expedite the conduct of business at Council meetings, California State Law (California Government Code Section 36934) allows Ordinances to be read by title if a majority of the Council supports the motion waiving the full reading. Most California cities adopt a standard motion at the beginning of each meeting in order to effectuate this waiver.

Since most of the Ordinances introduced and adopted consist of multiple pages of technical language, reading by title only allows the Council to eliminate the communication of redundant information and attend to other matters during the meetings. Otherwise, the entire Ordinance language will have to be read in full.

CONCLUSION:

Allowing ordinances to be read by title only, according to California State Law, will expedite the conduct of business at Council Meetings.

FISCAL IMPACT:

No fiscal impact.

CITY OF BELL GARDENS

OFFICE OF THE CITY MANAGER

EXECUTIVE SUMMARY
TO: Honorable Mayor and City Council Members FROM: Michael B. O’Kelly, City Manager
BY: Manuel Carrillo, Director of Finance and Administrative Services SUBJECT: A Resolution of the City Council Updating the Citywide Classification and Compensation Plan and Approving a Budget Reallocation for the Addition of the Senior Records Clerk Classification
DATE: February 10, 2025
RECOMMENDATION: It is staff’s recommendation that the City Council approve the addition of the Senior Records Clerk classification.

BACKGROUND/DISCUSSION: In 2024, the Bell Gardens Police Department engaged the services of PRI to perform an independent staffing assessment of its records management operations. The scope of work included records management, report processing and data entry procedure, requirements for routing/distributing and processing records inter-and intra-agency, public records request processing, customer service/front counter operations, court ordered sealing and expungements of records, CJIS auditing and validations, NIBRS reporting, and sex offender registration.

The PRI report recommended adding a lead position in the Records Division to alleviate some of the workload of the Records Supervisor, and for a lead position to function as the trainer of the Division. In the Records Division’s current structure, the Records Supervisor’s time is being consumed with line-level tasks, taking away sufficient time to provide proper supervision and training for staff.

While some progress has been made on documenting records standard operating procedures (SOPs) and creating a training manual, the training process itself is currently entirely contingent upon the Records Supervisor.

Training is a very time-consuming and labor-intensive process, and with the demands of the day-to-day operations the Records Supervisor does not have sufficient time to train each staff member. Having a designated trainer means that time could be dedicated to keeping SOPs and the training manual up to date, ensuring consistency in training new staff, and allowing for cross-training of current staff while freeing up the Records Supervisor for management tasks.

Furthermore, the trainer or lead position could serve as the subject matter expert (SME) for Spillman, ideally by completing the Spillman Records certification. Finally, the implementation of the Senior Records Clerk position better prepares the Division for succession planning.

Page 69 of 94 ends

The funding for the proposed position will come from a budget allocation earmarked for the vacant Lead Dispatcher which the Department has deemed as non-essential to the operational needs of the Department at this time.

CONCLUSION: The implementation of the Senior Records Clerk position will enhance services as well as better prepare and train our Records Division team members, and prepare the Division for succession planning.

FISCAL IMPACT: The proposed action will result in a fiscal cost saving of approximately $21,000 per year.

EXECUTIVE SUMMARY

FROM: Michael B. O’Kelly, City Manager
BY:Rigo Barrios, Lieutenant
SUBJECT: Consideration of Resolution Approving a Purchase Order Agreement for Purchase of a DUI Traffic Trailer
MEETING DATE:February 10, 2025

RECOMMENDATION
It is staff’s recommendation that the City Council adopt the attached Resolution approving a Purchase Order Agreement with Universal Trailers, Inc., for the purchase of a DUI Traffic Trailer for a not-to-exceed amount of $46.852.23.

BACKGROUND/DISCUSSION
The State of California, Office of Traffic Safety (OTS) provides opportunities for local law enforcement agencies to apply for grant funding from its Selective Traffic Enforcement Program (STEP). This grant program annually provides funding for programs, training, and equipment items related to education, enforcement, distracted driving, and impaired driving.

The City of Bell Gardens (City) was recently awarded $178,000 from the FY2024-25 STEP Grant Program, of which $45,000 was specifically allotted to purchase a new DUI traffic trailer for the use of conducting DUI Checkpoints and other Traffic Enforcement Operations. The City Council approved the use of these grant funds on October 14, 2024.

The Police Department’s current DUI traffic trailer is over 25 years old and has dilapidated over time. The trailer was transferred to the Police Department 15 years ago from the Whittier Police Department, through the Office of Traffic Safety grant program.

The trailer needs cosmetic fixes, as well as equipment refurbishing. The trailer has rust throughout the exterior and it has suffered wear and tear over its lifespan. The Police Department has identified a need to fund the purchase of DUI traffic trailer with a purchase price of $46.852.23 utilizing the grant funds.

On January 6, 2025, staff posted a request for quote (RFQ) asking vendors to submit

Page 76 of 94 ends

quotes based on the specifications outlined by the grant and the specifications that met the needs of the Police Department. At the conclusion of the RFQ, Staff received seven (7) quotes. Below are the quotes received:

Phoenix Contracting LLC: $79,406.50
Legacy Brothers Inc: $102,313.00
Universal Trailers Inc: $46,852.23
Quality Vans & Specialty Trailers: $149,000.00
JHB Group: $213,280.15 Verde Inc: $87,594.00 Garrett Custom Trailers: $73,540.64
Due to the having submitted the lowest quote, staff inquired with several law enforcement agencies that purchased their DUI traffic trailer from Universal Trailers, Inc. and learned that they build custom made trailers for law enforcement, county, and city entities in compliance with the OTS Grant’s requirements.

CONCLUSION
The purchase of a new DUI traffic trailer will aid the Police Department with DUI Checkpoints and other traffic related enforcement operations in hopes of further reducing traffic collisions related to impaired driving and improving overall safety of or citizens.

As such, staff is recommending that the City Council adopt the attached Resolution authorizing a Purchase Order Agreement with Universal Trailers, Inc. for the purchase of a new DUI Traffic Trailer.

FISCAL IMPACT
The total cost for this requested expenditure is $46,852.23. The City will be reimbursed $45,000 from the State of California, Office of Traffic Safety FY2024-25 STEP Grant.

Reimbursement will take place once the DUI traffic trailer is complete and during the grant’s reimbursement period. The remaining $1,852.23 will be covered by the Police Department’s FY2024-25 budget.

AGENDA REPORT

TO: Honorable Mayor and City Council Members FROM: Michael O'Kelly, City Manager
BY: Daisy Gomez, City Clerk
SUBJECT: Local Commissions Appointment List
DATE: February 10, 2025
RECOMMENDATION:

It is staff’s recommendation that the City Council review the Commissions Appointments List and by motion, remove commissioners and/or make appointments to the posted vacancies.

BACKGROUND/ DISCUSSION:

The Local Appointments List includes all Bell Gardens Commissions and Commissioners.

The City Council adopted Ordinance No. 825 on July 13, 2009 establishing minimum requirements for service on commissions. Once appointed, each Commissioner must adhere to the requirements of the City's Conflict of Interest Code and state-mandated AB 1234 ethics training and AB 1661 harassment training.

Ordinance No. 825 allows each Council Member to remove or appoint one candidate per Commission, subject to the approval of the Council majority. Appointed Commission Members serve terms that coincide with the term of the Council Member who made the appointment.

CONCLUSION:

After an appointment is made, Commission members will receive their Oath of Office before beginning service with their respective Commission at the next regularly scheduled Commission meeting. The City Clerk's Office will arrange for the proper filing of Conflict of Interest Code forms and schedule trainings for AB 1234 and AB 1661.

CITY OF BELL GARDENS

OFFICE OF THE CITY MANAGER

EXECUTIVE SUMMARY
TO:Honorable Mayor and City Council Members
FROM: Michael B. O’Kelly, City Manager
BY:Bernardo Iniguez, Director of Public Works/Facilities SUBJECT:Discussion of Holiday decorations on City’s Right-of-Way and Facilities
MEETING DATE:February 10, 2025
RECOMMENDATION: It is staff’s recommendation that the City Council:

1. Direct staff to assess the feasibility of expanding holiday decoration options; or

2. Receive and file the report.

BACKGROUND/DISCUSSION:

The City Council directed staff to bring forward an item to discuss the City’s holiday decorations. Currently, the City's holiday decoration program primarily consists of:

A holiday tree at the City Hall front lawn
A holiday tree inside the City Hall lobby
Holiday lights on the City Hall building
Poinsettias on the City Hall front lawn
Holidays lights around pine tree trunks at the City Hall front lawn and parkway
A holiday tree at the Veterans Memorial at Veterans Park A holiday tree inside the Ross Hall lobby at Veterans Park Holiday lights on the Ross Hall building at Veterans Park A holiday tree inside the Ford Park administration building lobby A holiday tree inside the Neighborhood Youth Center
Holiday lights on the Neighborhood Youth Center building A holiday tree inside the Clara Senior Center lobby
A holiday tree inside the Public Works Maintenance Yard lobby Holiday banners on landscaped center median island banner poles (on Eastern Avenue, from Garfield Avenue to Watcher Street, and on Florence Avenue, from Eastern Avenue to the east City limits)

In addition to the existing decorations, potential alternatives include:

LED lighting displays on street light poles. These would create a visually

Page 92 of 94 ends

appealing and festive atmosphere. Additionally, they would allow for unique and customized displays. LED lights are highly energy-efficient, reducing energy consumption and associated costs. However, an approval from Southern California Edison (SCE) is required to place these lights as the City does not own the streetlights. If SCE were to allow the placement of decoration on its poles, this process may incur permit fees and additional costs to run power to the decorations. Additionally, a maintenance plan must be developed as improper installation or maintenance could pose safety hazards, especially along the City’s vital truck routes.

Installing banner poles with electrical power to hang holiday decorations with LED lights. This option would require the City to procure and install two metal poles with guy wires and electrical power, along with the purchase of the holiday decorations. This option could be costly, at approximately $90,000 to $100,000 per location, and would require electrical service and meters from SCE for each location.

LED lights for tree trunks along the landscaped center median islands. This option can be either traditional LED lights or solar-powered LED lights wrapped around the tree trunks. Traditional LED lights would require the installation of electricity at each tree location. Solar-powered lights would not require electricity since they would be self-sufficient; however, weather may impact their performance since sunlight is required to recharge the batteries.

Incorporating additional holiday-themed banners along Gage Avenue and Garfield Avenue. This would provide a widespread and consistent display of holiday decoration throughout the city. In comparison to the other options, the cost of this option is more budget-friendly and it allows for a wide variety of designs and themes to be incorporated.

The process of incorporating additional holiday decorations may be accomplished by directing staff to assess the feasibility of various options, which include budget and maintenance considerations.

CONCLUSION:

Expanding the City's holiday decorations requires careful consideration of budgetary implications, including initial investment, ongoing maintenance costs, and exploring diverse funding sources to ensure a sustainable and impactful program.

FISCAL IMPACT: The cost to install the current holiday decorations is approximately $18,000 per year, excluding staff time.
